My Hero Academia recently concluded and fans got to see a lot of exciting information packed and its final volume. At the same time, Horikoshi also released a 38-page epilogue, which added quite a bit to pre-existing characters, and the ending they received in chapter 430.

At the same time, My Hero Academia fans also got to see the Hero rankings for quite a few characters in the My Hero Academia chapter 431. Of course, there are some heroes who are expected to be where they belong, but quite a few others have shockingly low rankings, for one reason or another.

Nejire Hado
Hero Rank: 7th
Nejire Hado is one of the most powerful heroes in the world My Hero Academia. Along with Mirio and Tamaki, she is part of the UA Big 3. Based on that alone, fans know that Nejire has the potential to actually get higher.
Nejire should at least be a top five hero, and she has the incredible ability to pull it off. Fans also know that she has a very endearing personality, and as such, they have nothing against her. It is possible that Nejire has not had time to establish herself as Mirio, and that she will eventually move on to higher positions. But for a genius like her, even a position as high as 7 feels too low.

Kirishima
Hero Rank: 12th
Kirishima is a very powerful hero and fans always expected great things from him. He's actually easily one of the strongest in UA's Class 1A. Kirishima is the number 12 hero in Japan, which, while impressive, doesn't actually reflect his strength. Kirishima can easily go higher and take a position among the top 10 heroes in the country.
That said, there's actually a reason why he's not ranked higher. According to him, he is only now going solo, which means that he will have his chances to shine brighter and take higher positions.

Tamaki
Hero Rank: 18th
Tamaki, another member of the UA Big 3, has a pretty shocking ranking and it is revealed to fans that he is the number 18 hero in Japan. He is one of the UA Big Three, just like Mirio and Nejire. The fact that he's not even in the top 10, or even the top 15, is, frankly, shocking.
Tamaki should be hovering around the top 10 positions, and possibly even higher. His Quirk is incredibly versatile and his abilities are terrifyingly powerful. Hopefully in the future he will continue to become even stronger and take higher positions.

Tokoyami
Hero Rank: 17th
Fumikage Tokoyami is a character that fans expected to be much higher My Hero Academia. In the manga, fans saw him go head-to-head with the likes of Redestro and later down the line, even, to an extent, All For One. His power is absolutely incredible and all that was when he was still a student.

Horikoshi finally reveals the top 10 heroes in Japan. The ranking is shocking.
Since then 8 years have passed and he has probably grown enormously in terms of strength. After all, he is the number 17 hero in Japan, which is ridiculously low for him. He should hover around the top 10 positions.

Ochako Uraraka
Hero Rank: 25th
Ochako is the heroine of My Hero Academia and certainly a very powerful hero as well. Fans know that she is one of the most prominent figures in the world right now, and much of that is due to her Quirk Counseling, with which she changed the hero community in general.
Ochako has a very low hero rank of 25, despite having immense strength, and even an awakened quirk. In fact, her ranking should be much higher, regardless of her work with Quirk Counseling.

Katsuki Bakugo
Hero Rank: 15th
Arguably the most shocking hero ranks in My Hero Academia is that of Bakugo. It was revealed in My Hero Academia chapter 431 that Bakugo is the number 15 hero in Japan. Bakugo debuted as the #4 hero, which, while impressive, didn't even really reflect his strength, considering he's truly among the strongest, if not the strongest in his own right.
Nevertheless, due to his bad attitude and rash demeanor, Bakugo continued to fall down the rankings, eventually reaching 15th place. After all, Bakugo's rank should definitely be higher and hopefully fans will see him rise through the ranks in the future.
