Scopper's role in Elbaf reflects Rayleigh's role in Sabaody and Roger's importance to overall history.
Scopper is known long and wide as the left wing of the Pirate King, which serves as Roger's most important allies next to Rayleigh and repeatedly repeated as an equal to him. Because of this, Scopper's strength is easily among the largest that fans have ever seen, even though the character is far out of his premiere. More importantly, his mentoring role in Elbaf is extremely like Rayleigh's on Sabaody. Before the time Skip occurred and Haki was not as out of a concept as it is now, Logia Devil Fruit Powers was the most formidable in the series.
