Despite this, there are some pirates in the modern environment One Piece who has managed to surpass Roger in total strength.

Kaido became known as the world's strongest being

You don't get the name “World's Strongest Creature” without being an absolute powerhouse for a pirate. Technically, Kaido got his start as a pirate decades before the story began, but he would only rise to the highest levels of his power in the general modern era, when he became one of the Yonko who controlled much of the New World.

Kaido had eaten one of the most powerful Devil Fruits in existence, a Mythical Zoan, which gave him the ability to transform into an absurdly large and powerful dragon, as well as giving him access to an overpowered hybrid form as well. Despite this, Kaido relied mostly on his Haki, of which he was able to use the advanced forms masterfully, allowing him to fight for days.

Luffy has a controversial placement against Roger

The reason for this is that Luffy arguably has some of the greatest Haki in the world, but it is heavily implied in the series that his control and mastery of the Force still has a long way to go, especially when it comes to matching Roger's unparalleled strength.

However, Luffy is still a skilled and masterful user of the advanced forms of each Haki type, although what really brings him to Roger's level is his legendary Sun God Nika Devil Fruit, which allows him to distort reality to a degree and imbue external objects with the properties of rubber. Although still unconfirmed, some fans believe that Luffy has surpassed Roger in strength.

In the whole thing One Piece series, no character has shown such amazing use of Haki as the cursed prince of Elbaph, Loki. Not only did Loki eat one of the most broken Devil Fruits in all of history, but he also awakened Advanced Conqueror's Haki in his first ever attempt to summon the power against Domi Reversi'd Harald.

King Harald himself was one of the strongest beings in history whose strength was on par with, or perhaps even surpassed, Roger's own, and when he was Domi Reversi'd by Imu, his power and durability soared even further. Not even Shanks and Scopper could take down this threat together, which is when Loki intervened and defeated his father by displaying the most impressive and naturally gifted display of Advanced Conqueror's Haki ever seen in the series. He did this by defeating someone even stronger than Roger himself, proving that he is above the late Pirate King.

Dracule Mihawk has strength above all others

Far too often, fans tend to overlook the significance of the title “World's Strongest Swordsman”. Since most of the pirates in the world tend to be swordsmen, standing above them all shows a level of power that cannot be matched, as Mihawk has been talked about and considered an equal to Shanks himself, albeit with better swordsmanship.

With his Supreme Grade Sword, Yoru, Mihawk rose to the top of the world through his talent with a blade and mastery of Haki, the latter of which transformed Yoru into one of the only two known Black Blades in history. This is quite a significant feat, as even notable swordsmen of the past, such as Roger and Rocks, had not been able to do so with their own weapons, proving that Mihawk exists on an even higher level.

Shanks is the greatest pirate the world has seen in decades

IN One PieceConqueror's Haki has more or less become a requirement for the world's top characters. But even among them, Shanks has displayed a level of mastery with this power that is the greatest since Joyboy himself, as he's proven to be a shot at Yonko-level pirates or even put naval admirals miles away with very little effort.

To many, Shanks is considered the second coming of Rogers, as his strength and infamy in the world has catapulted him to levels never seen before. Despite not even possessing a Devil Fruit, most agree that he is currently even stronger than Luffy and Loki, and while he is likely still on par with Mihawk, Shanks has cemented himself as the greatest pirate of the modern era.
