One of the best things about Dragon Ball Super is how the series handles transformations compared to Dragon Ball Z. IN DBZform was a mostly linear upgrade where the next transformation was always better than the last, especially for Saiyans. By the end of the series, there was no reason for Goku and Vegeta not to use Super Saiyan 2 (or in Goku's case, SSJ3,) as their main states. Super Saiyan Blue has taken over that role in Dragon Ball Superbut the series also has unique forms exclusive to individual characters – even Saiyans.
Goku Black is an evil version of Goku from a timeline where Zamasu successfully switched bodies with him. By mixing his Kai, Saiyan and God Ki types completely, Goku Black is able to transform him into a Super Saiyan Rosé. Although there is only one Super Saiyan Rosé form in the canon timeline, Dragon Balls multiverse is filled with SSR upgrades that could have made Goku Black the most powerful villain in the franchise. The strongest Super Saiyan Rosé forms are downright legendary – literally, in fact.

Honorable Mention: Super Saiyan Blue
Users: Goku, Vegeta, Vegito, Gogeta
It is important to note that Super Saiyan Rosé and Super Saiyan Blue are two sides of the same coin. The only reason Goku Black doesn't trigger Super Saiyan Blue when he transforms is because he has Zamasu's Kai Ki to affect the form. That said, there are some key differences between Super Saiyan Blue and Super Saiyan Rosé, especially i Dragon Ball Super manga.
Toyotarou's version of Super Saiyan Blue is much stronger than its anime counterpart, but also comes with serious drawbacks. Until Super Saiyan Blue is mastered, an aggressive amount of Ki leaks from the user. So much so that initially Goku and Vegeta can only activate Super Saiyan Blue once per fight without suffering a severe power reduction (which is how Hit defeats SSB Vegeta in the manga). Super Saiyan Rosé doesn't seem to have this drawback.

Super Saiyan Rosé
User: Goku Black, The Crimson-Masked Saiyan
Super Saiyan Rosé is Goku Black's signature transformation. In it Dragon Ball Super anime, Super Saiyan Rosé is Goku Black's only transformation, which he finally unlocks after experiencing enough Zenkai Boosts in his base form to get the feel for transforming Super Saiyan. In it Dragon Ball Super manga, Goku Black first unlocks the basic Super Saiyan, before finally getting hold of his God Ki and activating Rosé.
Due to Goku Black's mix of multiple Ki types, Super Saiyan Rosé is ultimately a better version of Super Saiyan Blue that gets an added bonus from Zamasu's divine Supreme Kai Ki. In another timeline seen in Super Dragon Ball HeroesFu convinces Goku Black to abandon Zamasu before their final battle, becoming the Crimson-Masked Saiyan: a version of Goku Black that travels the multiverse in search of Goku's to kill, while pushing how far he can take Super Saiyan Rosé.

Super Saiyan Rose 2
User: The Crimson-Masked Saiyan
After leaving his original timeline and gaining access to a Time Breaker Mask, Goku Black begins to become extremely powerful as Super Dragon Ball Heroes' Crimson Masked Saiyan. In the New Space-Time War Saga, the Crimson Masked Saiyan comes face to face with Xeno Bardock. Although Bardock is nothing special in most timelines, his Xeno counterpart is one of the strongest Saiyans in Super Dragon Ball Heroes.
Xeno Bardock proves to be such a challenge for the Crimson Masked Saiyan, that this version of Goku Black ends up unlocking Super Saiyan Rosé 2. SSR2 mixes all of Goku Black's Ki types and then stacks Super Saiyan 2 on top of the Super Saiyan Rosé transformation. Power-wise, Super Saiyan Rosé 2 scales the Crimson-Masked Saiyan into Super Saiyan Xeno Bardock, but it doesn't take long for him to grow even stronger.

Super Saiyan Rose 3
User: The Crimson-Masked Saiyan
After fighting Xeno Bardock to a stalemate Super Dragon Ball Heroes' New Space-Time War Saga, the Crimson Masked Saiyan utilizes Super Saiyan Rosé 3. Super Saiyan Rosé 3 is an absurdly powerful transformation that gives Goku Black a clear edge over Xeno Bardock, bringing him up to par with the strongest Capsule Corp. Saiyans in the multiverse.
Super Saiyan Rosé 3 Crimson-Masked Saiyan has more than enough power to take on both Perfected Ultra Instinct CC Goku and Super Saiyan Blue Berserk Controlled CC Vegeta at the same time. While the two CC Saiyans are good enough to ultimately overpower the Crimson Masked Saiyan, this desperation only drives Goku Black to unlock his full power.

Super Saiyan Rosé Full Power uses Super Saiyan 3 as a foundation to channel the ultimate power out of. In many ways, Super Saiyan Rosé Full Power represents a Saiyan's peak, to the point that Goku Black even gets his tail back, much like Super Saiyan 4 in Dragon Ball DAIMA and Dragon Ball GT.
Super Saiyan Rosé Full Power gives the Crimson Masked Saiyan such an overwhelming power buffer that he can defeat both Perfected Ultra Instinct CC Goku and Super Saiyan Blue Berserk Controlled CC Vegeta. Not only that, SSRFP Goku Black gives CC Gogeta Blue an incredibly tough matchup forcing him to evolve Super Saiyan Blue just so he can keep up with his opponent.

Legendary Super Saiyan Rosé
User: Karoly Black
Karoly Black is the result of Goku Black and Broly from Dragon Ball Z perform EX-Fusion i Dragon Ball Fusions. Unlike other fusions, EX-Fusion gives the created Fusion no time limit whatsoever, while offering a substantial power boost. Karoly Black is the only Legendary Super Saiyan Rosé in the series, combining Broly and Goku Black's strongest forms into their base states.
IN Dragon Ball FusionppKaroly Black is classified as a G-Rank fighter, putting him on the same level as Godly warriors such as Beerus, Whis, Super Saiyan 4 Gogeta, and Fused Zamasu. Karoly Black is the regular Karoly's counterpart (who is slightly stronger thanks to Goku's synergy boost with Broly). In both forms, Karoly is said to be even stronger than Vegito, scaling Legendary Super Saiyan Rosé Karoly Black over most characters in the franchise.
