Nobara was a Jujutsu High student along with Yuji and Megumi, although she doesn't get talked about nearly as much as her peers. In fact, she possesses one of the most sought after and incredible Cursed Techniques in the series, as it is one of the only ones that can bypass physical durability to target the opponent's soul directly.
Throughout the series, Nobara showed how powerful this technique really was, and she even used it quite well. However, she was never able to refine it to create a domain that had the properties of the technology itself, which meant she could never fully master it. However, compared to others on this list, she was a much more skilled user of her innate technique.
Toge Inumaki was limited by his low cursed energy

Toge Inumaki was one of the senior students of Tokyo Jujutsu High, and he was born with the incredible Cursed Speech Cursed Technique. Basically, this technique allows the user to shout commands at their targets, which in turn forces them to follow whatever they say, making this an incredibly powerful technique from a basic standpoint.
However, using Cursed Speech to its full potential can only be done through a large pool of Cursed Energy, as more complex commands require greater reserves. In comparison, Inumaki's Cursed Energy was very low, as he could only shout out fairly basic commands, with more complex ones delivering a massive knockback that could have killed him. In addition to this, Inumaki was unable to use the Reverse Cursed Technique to repeatedly heal his neck on command, severely limiting his potential there as well.

Cursed Technology: Construction
In the Culling Game arc, fans got to see how broken the Construction Cursed Technique really was at the hands of Yorozu. Due to her immense cursed energy reserves, Yorozu was able to construct amazing things that even put Sukuna on the back foot at times, like the perfect sphere that could obliterate everything in its path.
The user of the construct technique in modern times was Mai Zenin, though her ability was laughable compared to Yorozu's own. This is because the laws of jujutsu treat twins as a singular being whose soul has been split, so her already low cursed energy was split on Maki as well. This meant that Mai only had enough Cursed Energy to make 1 bullet a day, so she never got to see what her Cursed Technique was truly capable of.
Junpei Yoshino's powers were unnaturally awakened

Junpei Yoshino remains one of the most tragic characters throughout Jujutsu Kaisen franchise. His cursed technique manifested through a Shikigami that he could summon Moon Dregs. Using this creature, Junpei was able to use his cursed energy to create a powerful poison that spreads easily and can incapacitate his victims quite quickly.
However, the major drawback to Junpei's powers was that his cursed energy was powerfully awakened by Mahito's Idle Transfiguration rather than naturally like everyone else's. This meant that he never really got the time to hone his powers into something greater than what they were.

As perhaps the most pathetic character in the entire series, Haruta has a cursed technique that reflects his personality. “Miracles” take small miracles that Haruta encounters throughout the day, such as seeing 11:11 on the clock, and store them in special compartments under his eyes that are automatically activated when his life is in danger.
Although this appears to be a very useful technique, the reason it didn't gain any shine was that Haruta was never aware of how it really worked. Because of this, he was unable to use these miracles as much, and when they ran out, he was effortlessly killed by Sukuna.

Throughout Jujutsu Kaisen series, The Ten Shadows Cursed Technique can comfortably be called the strongest of them all. Furthermore, it is also the most versatile, as it gives the user access to ten Shikigami, each with their own specialties and battle tools, eventually culminating in the legendary Mahoraga, which can adapt to anything.
Megumi is often the butt of many jokes within the fandom, especially for being called “Potential Man”, who had the potential to surpass even Gojo but largely did nothing throughout the series. Although he mastered most of the Ten Shadows, his inability to tame Mahoraga and his absence for much of the series made him perhaps the biggest question mark in Jujutsu Kaisen.

In a world full of crazy techniques and overpowered characters, Fumihiko Takaba stands alone as someone who could potentially beat them all, and this is through his reality-altering Cursed Technique. Basically, The Comedian lets Takaba do whatever he wants, as long as he thinks it's funny.
There seem to be no limits to this power, as Takaba can manifest complex objects, transport himself and his target to entire scenes and locations, and even negate his opponent's technique, all of which falls within the scope of what he finds fun. But the problem here is that Takaba has no idea how this cursed technology works, so he can never really control it. But if he mastered it, not even Gojo or Sukuna could stand against him.
