There are different ranks within the Marines, and they are given based on an individual's experience and accomplishments.

The rank of admiral is among the most prestigious, and at one time only three people could hold the title. They are called the strongest military force in the world and are ridiculously powerful. That said, the admirals aren't invincible. With that in mind, here are some One Piece characters who are strong enough to defeat an admiral.

Silver's Rayleigh

Rayleigh is one of the most important characters in the entire series. He was the one who taught Luffy how to use different types of Haki. Unsurprisingly, Rayleigh himself is a Haki master capable of using its advanced forms, a feat only accomplished by a handful of people. His strength is recognized by all, and even Blackbeard refused to fight him. Rayleigh already fought Kizaru in Sabaody, and the latter admitted that he could not beat the Dark King.

Sengoku is a very reputable person who has been with the navy for a very long time. He has been praised for his strength and tactical genius by his peers and his enemies. During the Marineford arc, it was his instructions that helped the Marines secure victory. He has a very rare mythical Zoan Devil Fruit that allows him to transform into a golden Buddha. It also gives him a shock-based power that can rival Gura Gura no Mi.

Dracule Mihawk

• The world's strongest swordsman

Mihawk is a member of the Cross Guild and one of the strongest characters in the world. He is a powerhouse who has fought the likes of Shanks. With the exception of the brief skirmish with Vista, Mihawk hasn't been in an all-out fight in a very long time. Despite the lack of feats, Mihawk remains the best swordsman in the world whose skills with the sword remain unmatched.

• Imu's most trusted minions

These five individuals are the second highest authority in world government. They dictate what happens throughout the world. Gorosei was portrayed as non-combatant, but that was far from the truth. In reality, they are monsters whose power is comparable to that of natural disasters. They have Devil Fruit powers, which allow them all to transform into mythical beasts. Also, they are powerful Haki users, which makes them even more terrifying.

Imu

Imu was once a mysterious character, but not anymore. His revelation made it clear that Imu possesses powers unmatched by anyone in the world right now. During the Elbaph arc, Imu made her first filler appearance, ruining Luffy and his friends' plans in mere seconds. Even Loki couldn't hurt Imu, which only shows the latter's incredible strength.

• Fleet Admiral of the Navy

Akainu is an ardent follower of absolute justice, and it's safe to say he's the bane of every pirate. In his eyes, all who stand in the way of justice are evil, and they must be eradicated from the face of the world. He has a crazy Devil Fruit and Haki. Both of these abilities helped him defeat Aokiji in a 10-day battle.

Loki

• Cursed Prince of Elbaph

Elbaph introduced one of the strongest characters in the entire series, Loki, the heir to Harald's throne. In a short amount of time, Loki has displayed some of the most absurd feats in One Piece. For example, he was able to beat Harald, who had received a major power-up from Imu. In the last few chapters, Loki fought Imu himself and gave him a pretty good fight.

Scooper Gaban

• The Pirate King's Left Hand

Gaban is a former member of Roger Pirates. He is one of the most powerful pirates around. In fact, he is said to be equal to Rayleigh in strength. Gaban showed his strength when he effortlessly defeated a God Knight. Since he doesn't have a Devil Fruit, he primarily fights with Haki. Considering how Rayleigh was able to beat Kizaru, there's no doubt that Gaban can do the same.

Monkey D. Garp

Garp may only be a Vice Admiral of the Marines, but that doesn't mean he's by far the strongest Marine of all time. He doesn't have a Devil Fruit, but that didn't stop him from being the strongest. Garp has trained his Haki to such a high level that even a simple punch is filled with so much destructive power that it could level an island with a single hit. Also, Garp was powerful enough to go toe to toe against Aokiji and he only lost due to the intervention of the Blackbeard Pirates.
