Each crew member aboard the Cassiopeia wears a Utility Strap on their wrist, which allows them to interact with various ship functions, including doors. Carter was wearing his Utility Strap before he was captured by Simms, and Cooper has a chance to find it when he searches the ship for Simms in Episode 3. How to find Carter's Utility Strap in Directive 8020 (Lost and Found)
Players can find Carter's Utility Strap in Directive 8020 during the “Search” story node in Chapter 3just after Cooper and Anders pass the fairgrounds using a Power Cell.
When you exit the fairgrounds, a cutscene will play showing Cooper and Anders hear a beeping sound nearby. The sound is actually coming from behind the shutters, under the Cassiopeia sign.
Go down the stairs and interact with the destroyed hatches, so Cooper can move them out of the wayclearing a path forward. Enter the small room, and you'll need to slide across the gap to the other side.
After clearing the hatch, turn left and you'll find Carter's Utility Strap sits on a box. As soon as you pick it up, it will unlock the lost and found trophy Directive 8020. The Utility Strap can only play two possible movies, depending on your choices.
