Yonko are some of the most powerful pirates in the world One Piece who rule the new world as kings. Their influence on the seas is almost unchallenged, and only a handful of individuals can even dare to oppose them. But not all the powerful pirates that exist in the world of One Piece is Yonko. Some pirates may be just as strong but not have the title, or simply not care enough to have one.
The Final Saga of One Piece has introduced fans to quite a few new characters who, despite not having the title of Yonko, possess strength that not only rivals them, but even surpasses them in some cases.

There are many powerful Yonko-level pirates in One Piece Final Saga, all vying for power.
Loki
Lokialso known as the Cursed Prince of Elbaph, is one of the main new characters in the final saga. Loki was introduced in the Elbaph arc, where it was revealed that he has enough power to destroy the entire world. He thinks he is the Sun God, but in reality he has the powers of Ryu Ryu no Mi, Model: Nidhoggr, which is a very powerful devil fruit that allows him to transform himself into a giant dragon strong enough to destroy entire countries with ease.
Loki also uses Haki of all three types, and his strength is such that 14 years ago he was able to kill King Harald, who at the time was even stronger than Rock's D. Xebec. Loki is Yonko level with ease and even stronger than quite a few of them.
Shamrock Figarland
Shamrock Figarland is a member of the Celestial Dragons. As the son of Garling and twin brother of Shanks, Shamrock is known to have immense strength. It was stated in the story that his skills are on par with redheaded Shanks, making him quite impressive in battle. In addition to that, he has a deep bond with Imu, which gives him access to powers such as immortality, regeneration, and superhuman strength.
At the same time, he also has a Cerberus Sword, which uses an awakened Mythical Zoan power strong enough to hurt even the likes of Loki. His full strength is still unknown, but he is at least as strong as Yonko, if not even stronger.

Gunko
Gunko is a member of the Holy Knights recently introduced to the story during the Elbaph arc. A long time ago, she belonged to a certain kingdom in South Blue, where she lived as Princess Shuri. Since then, she seems to have been captured by the World Government and turned into a Holy Knight who now goes by the name Gunko.
Gunko has tremendous combat abilities and has access to the power of Aro Aro no Mi, a very strong Paramecia Devil Fruit that allows her to manipulate arrows as well as fix the trajectory of attacks that are unavoidable. On top of that, Gunko also seems to have powerful Haki. As a Holy Knight, she has a covenant with Imu that grants her immortality, regeneration, and, in her case, even an ageless body, meaning she can actually have the Abyssal Covenant. She can also be used as a vessel by Imu, as seen in Elbaph, and when that happens she is easily one of the strongest in the entire series.

Introduction: Egghead Arc
The five elders are some of the most powerful newly introduced characters in One Piece. They made their proper introduction in the Egghead Arc where each of them were named and their abilities were shown as well. The Elders are all users of all three types of Haki. On top of that, they have the Abyssal Alliance with Imu, which gives them access to all the powers of the Abyssal Alliance and, on top of that, an unyielding body and Yokai ability as well.
All of these things together make them emperor level in their own right. Given that they are nearly impossible to kill in combat by normal means, they even continue to surpass Yonko levels in some cases. Without a doubt, The Five Elders are among the strongest characters in the entire series.

Garling Figarland

Introduction: Egghead Arc
Garling Figarland was first introduced as the Supreme Commander of the Holy Knights, but now he has risen to the position of the Five Elders, given that Saint Saturn has died. Garling has the Abyssal Alliance with Imu, whose full powers have not yet been revealed, but at least he has access to infinite regeneration, superhuman strength, and immortality.
On top of that, Garling is also skilled with swordsmanship, given that he was able to hold his own against Rocks D. Xebec before finally losing to him 38 years ago. Since then, he seems to have grown in strength even further. As an elder, Garling is easily one of the most skilled swordsmen, and it goes without saying that he is a Yonko-level individual.
Scopper Gaban
Scopper Gaban was mentioned in the story a long time ago, but was only properly introduced in the Elbaph arc. It was revealed that Gaban was the Pirate King's left arm and one of the two Wings who supported Roger all the way to Laugh Tale. In terms of skill, Gaban was openly said to be on par with Roger and Rayleigh. In fact, it was even claimed that he could potentially have been the second strongest of the entire crew, and his exploits certainly back it up.
Gaban is a very powerful user of Haki of all three types and is known to have advanced it in all three departments. His Conqueror's Haki is incredibly powerful, so he was able to injure King Harald 14 years ago when they fought. Gaban even fought Luffy and Zoro recently, and despite his old and frail body, he was able to completely overwhelm them to the point where the Straw Hats were completely stunned. He is easily Yonko level, despite his age. In his best days, he was probably even beyond that.
Rocks D. Xebec
Rocks D. Xebec is one of the most powerful characters ever in the One Piece world. Rocks was first mentioned in the Wano Arc, but the Elbaph flashback introduced him to fans properly. He used extremely powerful Haki and was so strong that he could even kill an Admiral without breaking a sweat.
The Rocks, at the height of their powers, were the rulers of the seas and started their own era. The only individual above him in terms of strength at the time was Nerona Imu, which speaks volumes for the power he possessed.
Harald
Harald was introduced in the Elbaph arc as the strongest king in the land's history. He was equal to Rocks D. Xebec in every way of the word. After gaining his deep bond with Imu, he became even stronger. Harald had ancient giant blood, which gave him superhuman strength.
On top of that, his Haki of all three types made him nearly unstoppable in battle. The Deep Alliance gave Harald infinite regeneration, immortality and superhuman strength beyond what he already possessed. It was believed that at that point his strength had reached a level where he could continue to destroy the entire world.
Nerona Imu
Arguably, the strongest Yonko-level character introduced in the Final Saga is none other than Nerona Imu. In the Elbaph arc, Imu made her debut for the very first time and showed off a glimpse of her powers. With The Devil's Fruit, Imu was almost unstoppable despite being in a nervous state.
Imu can use various alliances in battle, as well as unleash other diabolical powers. In fact, it wouldn't be a stretch to say that Imu goes far beyond the capabilities of any Yonko. His power level is such that even the Yonko's combined effort would not work against him.
