With that in mind Pokemon winds and waves' region is inspired by Southeast Asia, which has lots of folklore stories and legends where supernatural or divine beings masquerade as humans or animals, it seems likely that Mr. Windychu and Ms. Wavychu are not what they seem at first glance. It would also make for an interesting take on legendary Pokemon, as none of them transform into different animals. Mew can, but it's a mythical Pokemon, and this one isn't exactly woven into its identity like it is for Pokemon like Ditto and Zorua or Zoroark.
As strange as it may sound, there is a strong possibility that Mr. Windychu and Ms. Wavychu are more than just tanned Pikachu variants that don human clothes. If so, it will likely remain a secret until launch. However, one possibility is that Mr. Windychu and Ms. Wavychu will be useful in battle and then transform into the box Legendaries via the Rebirth mechanic, unlocking their true forms. At this point this is just speculation, but it makes sense when you put all the pieces of the puzzle together, assuming the leaks so far have all been true.
