Rainbow feathers are a difficult item to obtain Pokemon Pokopiaas you need Ho-oh to appear above to trigger a rainbow feather drop. There's no way to summon Ho-oh, just a way to increase your chances of seeing the Gen 2 Legendary, so it can take quite a while to collect enough Rainbow Feathers to craft Clear Bell, or hand over the feathers to Gimmighoul.

How to get Rainbow Feathers in Pokopia
Rainbow feathers are dropped from Ho-oh in Pokopiawith Ho-oh rarely appearing in the sky above. But even if you increase your chances of getting Ho-oh to appear, you're not guaranteed to get a Rainbow Feather – you might get a Silver Feather from Lugia instead. You know Ho-oh has dropped a rainbow feather, as you must put out the fire surrounding the spring with the Water Gun ability i Pokopia. If it was Lugia who dropped a Silver Feather, you would have to cut the tornado that appeared around it instead.
How to increase the chances of Ho-oh appearing
Ho-oh losing feathers is a very rare occurrence in Pokopiabut you can increase the chances of Ho-oh appearing by offering food with the “dry” taste to Moss Salmon. There's still a chance that Lugia can fly overhead instead of Ho-oh, but you'll have a much easier time collecting Rainbow Feathers by taking advantage of Mosslax's ability, rather than just crossing your fingers and hoping they appear. For perspective, after playing Pokopia for about 30 hours without Mosslax's ability, we only found one Silver Feather in that entire time and zero Rainbow Feathers.
You can only feed Mosslax once per realtime day, so make sure you offer Mosslax a cooked meal with the “dry” flavor to increase your chances of Ho-oh appearing. Mushroom hamburger steak, mushroom soup, and crushed berry salads are all prepared meals with the “dry” flavor.
To unlock the ability to offer Mosslax food once a day, you must complete the main Bleak Beach story by awakening Mosslax at the end of the important quest “Brighten Things Up”. It's a long quest, so if you want these Rainbow Feathers ASAP, we recommend getting to Bleak Beach before heading to the Rocky Ridges area, after getting the Onix in the Withered Wastelands.

You only need to collect a rainbow or silver feather to complete “Collect Mysterious Feathers!” daily challenge i Pokopia – No need to actually use it on anything.
We recommend holding on to your Rainbow Feathers until you craft the Clear Bell, as you need five Rainbow Feathers and five Rare Pokemetal to craft it, and the Clear Bell will help you add Ho-oh to your Pokedex when you use it after seeing Ho-oh fly overhead.
But if you're more interested in items than filling your Pokedex, you might want to use your Rainbow Feathers to trade with Gimmighoul first. Gimmighoul is located in the northwestern mines of the Rocky Ridges area, and once you hand over a rainbow feather, you can give Gimmighoul more (plus silver feathers and judged lost relics) to unlock random furniture.
