Originally in Dragon Ball ZSaiyans were divided into two classes: the lower class and the elite. Most Saiyans were born low class, including Goku, Bardock, and Raditz. As the Saiyan Saga shows, class means nothing to someone determined enough to push past their limits. Even as a low-class saiyan, Goku Elite outclassed Vegeta in terms of power level and won their beam battle. That said, there is definitely a correlation between Power Levels and Saiyan classes.

Saiyan classes are dictated by Power Levels, above all else. This is why King Vegeta banished Broly shortly after his birth in Dragon Ball Super: Broly. With such a high base power level, Broly would have been determined to succeed both King Vegeta and his son Prince Vegeta IV as the true Super Elite, had he not been sent to Vampa. Being an Elite Saiyan, let alone a Super Elite, is a rare privilege only a few have Dragon Ball characters have achieved.

Tarble is so weak, King Vegeta banished him
Introduced in Dragon Ball: Yo! Son Goku and his friends return!!and later referred to i Dragon Ball Z: Battle of GodsTarble is Vegeta's younger brother and the weakest member of the Saiyan royal family. In fact, Tarble is so weak that King Vegeta saw fit to exile him from Planet Vegeta, lest he drag down Saiyan royalty with his paltry power level.
It doesn't help that Tarble is gentle and doesn't seem to care about fighting like other Saiyans do. Considering that King Vegeta chose to get rid of Tarble altogether instead of giving him his own lower class battalion to lead as Bardock's team, Tarble's power level is more than likely lower than 1,000.

Nappa was considered an elite saiyan under DBZ's original hierarchy
In later interviews, Akira Toriyama reworked the Saiyan class system so that only the royal family was considered elite, and introduced a new middle class rank for powerful Saiyans like Nappa who were not royal. In connection with Dragon Ball Zs story, but Nappa was very much an elite class Saiyan. Vegeta's second-in-command, Nappa was one of the few Saiyans to survive Planet Vegeta's destruction.
Nappa held the record for killing the most main characters until Super Buu wiped out the Z-Fighters at Kami's Lookout years later. Nappa is nowhere near as strong as Vegeta, but he was absurdly powerful at the time of his introduction and was the second strongest saiyan alive for most of his life.

Paragus was one of King Vegeta's colonels before Broly was banished
Paragus in Dragon Ball Z was nothing special, but his canonization i Dragon Ball Super: Broly not only revealed that he was one of King Vegeta's colonels, but that Paragus had an even higher level of power than Nappa. Nappa has a power level of 4,000 during the Saiyan Saga, while Paragus has a power level of 4,200 on Planet Vampa.
Keep in mind that Paragus' Power Level outclassed Nappa's as an old man who lived on Vampa for years. Realistically, Paragus likely had an even higher power level in his prime on Planet Vegeta, making him the third strongest Saiyan before-Dragon Ball after King Vegeta and Vegeta. Paragus is technically mid-range based on Toriyama's revised Saiyan ranking, but his Power Level puts him squarely in the Elite tier according to DBZ.

King Vegeta led the Saiyans under King Cold & Frieza
King Vegeta III was the last monarch of Planet Vegeta, who died along with the rest of his race when Frieza blasted the planet with his Supernova. King Vegeta has never been shown in a cannon fight, with all evidence of his power coming from his reputation and his son Vegeta's dialogue.
In it Dragon Ball Z anime, King Vegeta eventually becomes frustrated with being Frieza's subordinate and attempts a failed coup, ending in his death. Spin-off material and video games generally treat King Vegeta with a five-figure Power Level, but based on Dragon Ball manga, his power level is nowhere near his son's 18,000 Battle Power during the Saiyan Saga.

Vegeta was already the strongest saiyan alive as a child
The prince of all saiyans, Vegeta is a genuine prodigy – even more so than Goku. A Super Elite Saiyan, and the only one left at the time of the Saiyan Saga, Vegeta's power level of 18,000 made him leagues stronger than any other Saiyan, living or dead, at the beginning of Dragon Ball Z. In the manga, Vegeta even reveals that he had already surpassed his father as a child.
Vegeta has only gotten stronger since his introduction at the beginning of Dragon Ball Z. Most recently, Vegeta finally beat Goku in a fair one-on-one fight at the end of Dragon Ball Super: Super Heroand is currently the strongest pure-blood Saiyan in the series. Even Ultra Ego is slightly stronger than Ultra Instinct just based on raw power levels.
