Shamrock Figaland is one of the strongest characters in One Piece, stated by Oda to be equal in skill to Shanks. In fact, it has already been said that Shamrock is above Shanks in terms of overall powers, as he has a deep sea pact with Imu, which gives him the power of regeneration and immortality, in addition to superhuman strength.
Shamrock most likely possesses incredibly strong Conqueror's Haki, but more than that, he also possesses a Mythical Zoan Cerberus, which brings out this creature that guards the gates of Hell. Cerberus is so powerful that he could inflict mortal injury on a chained Loki. Shamrock fully believes that his overall powers are greater than Loki's, and it goes without saying that he is incredibly powerful. While Shamrock himself does not use a Mythical Zoan Devil Fruit, his sword wields the power for him instead. It's also possible that Shamrock himself has another Devil Fruit on top, which would make him truly deadly, but currently nothing has been confirmed. Still, in terms of overall powers, if Shamrock is equal to Shanks or stronger than him, then it's perfect for him to also be stronger than Luffy.

The Cursed Prince of Elbaf, Loki was only recently introduced in the final saga of One Piece. It is said that 14 years ago, Loki ate the legendary Devil Fruit from Elbaf, which gave him immense power. Considering this was Elbaf's national treasure, this Devil Fruit has powers great enough to destroy the entire world, and that's what makes Loki special. This Devil Fruit is the Ryu Ryu no Mi model Nidhogg.

This warrior god was of the ancient giant blood, and it is said that they wielded the power of Nidhogg, just like Loki. The warrior god had with him the ice squirrel Ratatoskr, and his powers were so great that he could face Nika, the Sun God. The warrior god also wielded Ragnir, a powerful hammer with which he could channel the lightning powers of his legendary dragon.
Considering that the Warrior God of Elbaf was strong enough to match the likes of Nika, it makes perfect sense that they have been stronger than the current version of Luffy. Of course, Luffy may continue to reach these levels in the future, but for now, he is certainly weaker than Elbaf's warrior god.

Joy Boy awakened his Devil Fruit, meaning that, like Luffy, he had access to the power of Gear 5. With this power, he went up against many powerful individuals, including Imu, and dealt them devastating blows. Joy Boy was much stronger than what Luffy is right now, and it's clear that his Haki was on a completely different level.

The ruler of the entire world of One Piece, Saint Imus Nerona is one of the strongest characters present in the story. Imu possesses the power of a mythical Zoan Devil Fruit that has not been named yet, but it is a confirmed fact that Imu has a Devil Fruit ability. This can be proven from the fact that Imu can transform into some sort of mythical creature with giant wings and a pointed tail. Imu also possesses the powers of the demon itself, given that they can turn anyone into demonic slaves. Whatever mythical power Imu has is directly connected to the demons in the One Piece world.
Right now, Imu can be said to be much stronger than Luffy. While Luffy is indeed powerful, especially with the power of Nika, Imu is on a whole other level. They have the power to steal the lifespan of others and make them their loyal slaves, and more than that, to contract with others and make them possible vessels for themselves. Imu are also immortal on top of all this, and they also possess the ability to regenerate. All things considered, Imu is indeed a strong Mythical Zoan user who ranks above Luffy at the moment.
