As the most iconic villain of all Dragon Ball franchise, Frieza has always stolen every single scene he's been a part of. From the early days of the series, Frieza has cemented himself as one of the most important figures in the story who will always be a thorn in the side of the main characters.
In the modern era, he has finally resurfaced, with a new transformation far stronger than anything the heroes currently have an answer to. But despite his overwhelming strength, there are still some Dragon Ball villains who are either straight up stronger than him or very clearly have the potential to be, so let's take a look at who they are.

Beerus is the strongest god of destruction
The Great Destroyer
Although not a villain in the traditional sense anymore, Beerus is arguably the most powerful antagonist the heroes have ever faced. When he was first introduced as the Destroyer God of Universe 7, the cosmic hierarchy of the franchise grew tremendously, and his fight against the Z-Fighters proved that such a level of power will not be within the grasp of the heroes anytime soon.
While this is still the case, Beerus is no longer a villain and has even allied himself with the Z-Fighters. As the God of Destruction, Beerus was chosen for this role specifically because of his unbridled strength, which is still likely over even Black Frieza, so if the two fought, Beerus would emerge victorious against the galactic tyrant.
Zamasu's ultimate form was unstoppable
The rogue god
Zamasu was one of the most memorable and best villains in the whole Dragon Ball franchise. Taking over Goku's body to become Goku Black, he began to annihilate all traces of mortals across the universe, eventually bringing him into conflict with Goku and Vegeta, where he saw his most powerful form with the incredible merged Zamasu state.
In the end, even this was overpowered by the heroes. But the greatest state of this villain came at the end when he was cut open by Trunks, who eventually unleashed his essence on the fabric of the universe itself, making him omnipresent and allowing him to infect the furthest reaches of space. His power was so great that no one could do anything about it, which led to the arrival of Grand Zeno, who had to come and wipe the entire timeline from existence.
Moro's strength took everything the heroes had
A monstrous force
The Moro arc introduced one of the strongest and oldest evils Universe 7 had ever known: Moro the Planet Eater. This was a villain whose immense power had kept him locked away for ages until the fateful event that eventually saw his escape. Despite being imprisoned for millions of years, Moro did not learn his lesson and immediately proceeded to drain the energy of many planets to reach his past power.
By the end of the arc, Moro's strength had reached its absolute peak, though he had lost his mind in the process. Here he merged with Earth and threatened to destroy it, leading to a concerted effort by the Z-Fighters to take him down. Of course, he was eventually defeated by Ultra Instinct Goku, which was the same form that Black Frieza defeated, but this was only done through the combined efforts of all the Z-Fighters and the massive increase in power through Forced Spirit Fission.
Gas could have eventually surpassed Black Frieza
A terrible wish
In one of the most unexpected twists in the story, Gas eventually made his debut as the most powerful mortal warrior in Universe 7. The way he achieved this was the same as Granolah, as he made a wish through the Cerelian Dragon Balls in exchange for a significant portion of his lifespan. The resulting fighter was someone who stood above even the likes of Ultra Instinct Goku and Ultra Ego Vegeta.
It is known that he was eventually defeated by Black Frieza in a single hit. But the whole story had to deal with the amount of damage he had already taken against some of the most powerful warriors in the universe that he had faced himself. Also, his wish was quite dangerous as it constantly increased his power in exchange for his longevity, aging him inextricably. So when he fought Frieza, his body was old and frail, allowing the galactic tyrant to finish him off in a single hit. Had he not fought the others and made his body just adapt to Frieza, Gas may have become stronger than him.
