High on Life 2: How to Stop the Execution
Before you worry too much about how to approach this situation, especially when a timer appears above the gallows, know that you gain or lose nothing by taking one particular approach over another. There's no achievement to be won, and whatever happens, you claim Bowie as your next gun, and the Blue Wizard (James Stevenson) is summoned.
How to convince the crowd to stop the execution in High on Life 2
This is the option the game prompts you to do. To do this, you must find three influential members of the crowd and persuade them to encourage their part of the crowd to stop the murder. You can easily find them with your Info Scanner. If you want to stop the execution in this way, you must respond to each person as follows:

When you talk to the rooster at the fountain, tell him you are there to stop the execution because they are a Gatlian like you.

When you talk to the person standing on a platform, tell them how much you love blood and deathand that you really meant what you said.

For the remaining person, ask them whether a court system can be a fairer method of exacting justice.
If you follow these lines of conversation, the execution will be stopped, Bowie will join you, and the Blue Wizard will appear.
High on Life 2: The Other Ways You Can Stop the Execution
If you don't want to talk to people, you have other options. They are:

You can let the countdown timer expire, too the suspension doesn't work because Bowie has no neck.

You can pull the lever behind the executioner to start the hanging yourself, with the same result. If you don't shoot the executioner first, you'll get another dialog from the executioner complaining that you took his job. Bowie is quite generous and says: “No hard feelings.”

You can cut Bowie down with Knifey before pulling the lever. At this point, you can quickly try to claim Bowie, or the executioner will drive you backwards and magically attach Bowie back to the gallows, and you can try the other options.
In other words, you can steal Bowie, convince the crowd to stop the execution, or try to hang him yourself, but the result is the same in all results: The Bowie is added to your list of Gatlian firearms, and the Blue Wizard appears so you can continue the main story.
