Power levels changed Dragon Ball forever, cataloging and ranking fighters based on fairly arbitrary numbers that served as a way to measure how strong a character was/had become. Despite having such a huge impact on the series, official power levels can be hard to come by for all Dragon Ball characters.
We know many key characters' power levels in various arcs, but many others simply never had theirs officially revealed. While the video games have their own scale for power levels, the canon information from the manga available through things like guidebooks, chapters, pamphlets, and notes is quite limited. With what we know of the Frieza saga power levels, these are the characters with the highest recorded power levels on Namek, taking only their strongest forms into account.

When it comes to the original Dragon Ball and DBZ, One Piece doesn't hold a candle to Akira Toriyama's best written story arcs.
Spike – 42,000
We have no official sources clarifying what Piccolo's power level was on Namek, both before and after his fusion with Nail. Piccolo would definitely have been stronger than Nail after their merger, but we can see that Nail, while much weaker than Frieza in his first form, was still quite a strong warrior in his own right.
As the strongest native Namekian, Nail was the planet's best hope against Frieza and his forces. With a power level of 42,000, Nail was strong enough to take on characters like Cui, Zarbon, and Dodoria, but higher ranked members of the Frieza Force like Captain Ginyu and Frieza himself were just way out of his league.
Krillin – 75,000
Krillin is made fun of a lot, but he is one of, if not the strongest, 100% human character in the series. He managed to play a solid role on Namek, going up against Guido and Recoome, though his limitations there showed in those fights.
However, Krillin grew stronger as the saga continued, with his official power level by the end standing at an impressive 75,000 according to V-Jump. It's still much lower than it needed to be to compete with Frieza, but Krillin managed to help out during his time on Namek and come home to Earth stronger thanks to his experiences there.
Captain Ginyu – 120,000
One of Frieza's strongest minions, Captain Ginyu was a big problem on Namek. Not only was he the strongest opponent the Z-Fighters had to face before fighting Frieza, but his Body Change technique made him one of the most difficult opponents to plan against.
Ginyu managed to switch into Goku's body, but couldn't get the most out of it. Outside of Goku, Ginyu was strong enough to outclass other characters like Gohan, Krillin, and Vegeta with ease. He was indeed a tough opponent, but hubris and short-sightedness are what led to his defeat.
Gohan – 200,000
The Frieza Saga was incredibly important to Gohan's development as a fighter. Gohan's training with Piccolo leading up to the Saiyan invasion helped him get started, but the conflict over Namek made him grow a lot.
Gohan started out at a relatively low power level (1,500) but became much stronger as things progressed, thanks to taking on various enemies and having his potential unlocked by Guru. At the end of the saga, Gohan had a power level of around 200,000. It hadn't been enough to defeat Frieza in his first form, but it made Gohan one of the strongest fighters on Namek.
Vegeta – 250,000
The Frieza Saga was the first time that Vegeta worked alongside the Z-Fighters, and thanks to their combined efforts, he became much stronger than he was back on Earth. Although still weaker than Frieza and unable to directly avenge his people as a result, Vegeta managed to defeat most of Frieza's most powerful men on Namek, outclassing fighters who once could have taken him down with ease.

At the end of the Saiyan Saga, Vegeta's power level was around 18,000. When Namek started, it would have been as high as 24,000. With all the fights and close calls with death Vegeta experienced on Namek, he managed to become more than 10 times stronger by the end of the saga, and when the Androids appeared, he was the second strongest fighter on Earth next to Goku.
Frieza (Final Form 100%) – 120,000,000
Frieza was an absolute menace on Namek, outclassing and overpowering pretty much everyone until Goku came along. Even when Goku appeared, Frieza was no pushover and served as the former's biggest challenge up to that point.
With a power level of 530,000 in his first form, Frieza would go on to showcase how absurd the series' powerscaling became, with his 100% final form putting him at a power level of 120,000,000. If it wasn't for Goku pushing past his limits and becoming a Super Saiyan, Frieza would have handled his opposition with ease.
Super Saiyan Goku – 150,000,000
Speaking of Goku, when he came to Namek he was already stronger than most on the planet. Starting with a power level of around 90,000, Goku was able to double it against Captain Ginyu thanks to the Kaio-ken. After regaining his body and recovering from his injuries, Goku's next recorded power level was a whopping 3,000,000.
When he transformed into a Super Saiyan, Goku reached a power level of 150,000,000, 30,000,000 stronger than Frieza at 100% power. At that point, Goku could easily handle Frieza's attacks and make light of his efforts. Although he didn't finish Frieza, Goku was able to completely overpower him and never seemed to put up much of a fight after the transformation.
