Monkey D Luffy, the protagonist of One Piece, has come a long way over the years. While he began his journey as a small fish in a large ocean, Luffy has now reached the pinnacle of strength and become one of the four emperors of the sea. On Egghead Island, and now in Elbaf, Luffy has become even stronger and established better control over his overall abilities.
It can be said that while Luffy began his journey as a rather weak individual, now he has already surpassed many of the top levels, with an even higher ceiling to reach. Here is One Piece characters that Luffy has already surpassed in the Final Saga.
Cousin
Blackbeard's strongest underling
Kuzan is a former admiral of the navy and one of the strongest characters in One Piece. Known for having the terrifying power of Hie Hie no Mi, Kuzan is a threat to any Yonko in One Piece, especially when his powers are combined with his highly refined Haki.
Kuzan is clearly an absolute monster in battle, and he could even match Akainu to a degree in battle. But in a fight against Luffy, Kuzan wouldn't be able to aim. An old Garp was able to take over Kuzan on several occasions at Egghead. Luffy has displayed feats far greater than an old and aging Garp. Not only is his Gear 5 superior to Kuzan, but his Haki is on a whole other level. Luffy would make quick work of Kuzan in battle.
Dracule Mihawk
The world's strongest swordsman
Dracule Mihawk is the world's strongest swordsmanand quite a powerful individual i One Piece. He has a reward of 3.590 billion berries, and it can be said that he is about the same level as Yonko. Luffy isn't really a swordsman, but in a real fight he could take down Mihawk without too much trouble.
Luffy is the man who defeated Kaido, and recently he showed that he had the ability to take on both an Elder and an Admiral at the same time. By all means, Luffy is above Mihawk's level and there is absolutely no competition here, no matter what people think Mihawk's strength is.

The government's military powerhouse
Marine Admirals are powerful individuals in One Pieceeach worth about 3 billion berries, thanks to the rewards they received from the Cross Guild. These individuals have extremely powerful Haki at their disposal, and at the same time they also have highly overpowered Devil Fruits.
On Egghead Island, Luffy faced Kizaru and was able to take him down without even going all out. In fact, Luffy actually dealt fatal blows to Kizaru on more than one occasion. The Admiral is certainly strong, but Luffy is stronger, and even against any other Admiral, Luffy would absolutely show his superiority.
Rayleigh
Pirate King's right arm
The Dark King, Silver's Rayleigh is an absolutely monstrous pirate who once served as Roger's right-hand man. Rayleigh also trained Luffy in the art of Haki during the time jump. Right now, he's quite old, but that doesn't mean he's weak. He was still strong enough to make Blackbeard retreat from the Amazon Lily, although he openly proclaimed that he could not defeat Blackbeard in an all-out battle due to his aging body.
Still, Rayleigh is a force to be reckoned with. Yet, Luffy would still defeat him in battle. Luffy's control over Haki is much better, and his Nika transformation is something that puts him on a whole other level.
Kozuki Oden
The strongest samurai
Kozuki Oden was one of the strongest individuals in One Pieceand also, at the same time, one of the most underrated. Odin was clearly on the same level as Yonko, and he has left such a deep impression on Kaido that Yonko believed him to be one of the five strongest people he had fought against in his entire life.
Essentially, Kaido believed Odin to be the pinnacle of strength. Odin could have potentially killed Kaido when they fought long ago, and that just shows how strong he was in his prime. Yet, Luffy would surely defeat Odin in battleconsidering he has managed to surpass him with the use of Gear 5 now, as well as the ability to use all forms of Advanced Haki.
Big mom
A former Yonko
Yonko Big Mom is a character that Luffy never got the chance to fight properly. She is an individual that Luffy could definitely take on himself now. Big Mom has a very scary Devil Fruit ability; however, the greatest power of this fruit, which is Soul Pocus, is useless against Luffy.
At the same time, Luffy has better Haki than Big Momas shown in the Wano Country Arc. All in all, Luffy would surely face problems when she beat Big Mom, but in the end he would win.
Kaido
A terrifying Yonko
Of course, the character Luffy has surpassed quite recently is Kaido. In Wano, Luffy was able to reach the same level as Kaido in battle. When using Gear 5, Luffy reached a level above Yonko. Some fans believe that Luffy only won because Kaido didn't have full power. But then you also have to consider that Luffy died in the battle and could only use the little energy he had left when he used Gear 5 for the first time.
By Elbaf, Luffy's control of Gear 5 has been enhanced to the point where he can use this power multiple times and hold his own against several elders and even an admiral. It may be hard for some to admit, but Luffy is really over Kaido right now.
Garp
Hero of the Navy
Luffy's very own grandfather, Garp is a monstrous individual who used to fight the Pirate King on equal terms. It was clear in the Egghead arc and the Elbaf flashback that Garp was a powerful individual who could take down an entire pirate crew by himself. He even had the upper hand in his fight against Kuzan until he was tricked by Shiryu and received a mortal wound.
On Egghead, Garp was able to deal lethal damage to everyone on the island, even splitting the eastern skull in half. Garp's Haki is certainly very strong, but as he himself admits, his strength has declined due to his age. Luffy on the other hand is only growing in strength and he would probably be on a level above old Garp now.
