Luffy's journey through the world of One Piece has been incredibly interesting, especially because it has brought the hero over some of the most powerful and important figures in all of history. Whether it's powerful independent pirates or incredibly strong marines, Luffy has already managed to meet most of them.
However, there are some notable legends that for one reason or another have been out of Luffy's reach. For the most part this has been intentional as these characters have stayed out of Luffy's way on purpose so he could be ready when they do meet, so in this article we'll go over the most important One Piece characters he still hasn't met yet.

Swordsmen tend to be some of the strongest characters in One Piece, so let's look at the strongest that Zoro hasn't even fought yet.
Shiki is a powerful Yonko level pirate

Shiki was a member of the legendary Rocks Pirates in his youth, cementing a name for himself as one of the most notorious and powerful pirates in the entire world at the time. It was revealed that sometime in the past, Shiki was captured by the Marines and kept in chains in the lowest level of Impel Down, though he eventually cut off his legs and escaped the prison.

As the first person in history to escape the legendary prison, Shiki has not been seen since, leading many to believe that he may have gone on to become the man marked by flames, although this remains speculation. Of course, he was the main villain that Luffy had to defeat One Piece: Strong Worldbut it was not part of the official canon.

Green Bull is a recent addition to the Marine Corps and has since proven to be one of the organization's most elite and powerful defenders. With his nature-controlling Logia fruit, Green Bull proved to be so powerful that he managed to defeat the Red Scabbards, Yamato, King and Queen all by himself when he set foot on Wano.
Prejudice breeds stability!
Surprisingly, Ryokugyu is the only Navy Admiral that Luffy still hasn't interacted with, let alone fought. Whether it's the admirals from before or after the time jump, Green Bull is the only one who has yet to cross paths with Luffy in any way, even though they were pretty close at the end of the Wano arc.
St. Figarland Garling is one of the strongest villains that Luffy can fight

St. Figarland Garling has cemented itself as one of One Piece's most despicable villains. Although he was originally thought to be on the same level as Roger and Rocks, the God Valley flashback showed him to be far below the power of these legends, though he has since become much stronger by a large margin.

Now, Garling has become the new Elder of Science and Defense within the line of Gorosei, meaning he has power similar to the other Elders granted by Imu. Because of this, he remains the only one of them that Luffy has yet to fight, marking him as a major antagonist in the final war of One Piece.

It's no secret that Shanks has always been the biggest reason behind Luffy's entire journey as a pirate at sea, and meeting him again is near the top of the list of things Luffy wants to do. However, it seems Luffy is ready to meet Shank's twin brother Shamrock before he gets to meet his old friend, given how Elbaf is going.

When they inevitably cross paths, it will be quite interesting to watch. First, Luffy's connection with Shanks is well known, so he will definitely be interested in meeting him again, but at the same time, Shamrock can trick the pirate because he is one of the World Government's most trusted and powerful assets.

While it's incredibly likely that Luffy will meet pretty much everyone on this list, it could still be argued that this isn't technically a necessity, so it's not exactly confirmed that he will. However, the mysterious man marked by flames is the most important part of Luffy's journey at this point in the story due to his importance in making Luffy the Pirate King.
Very few know of this man's existence, and seemingly even fewer know of his true identity. He is said to hold the final Road Poneglyph needed to triangulate Laugh Tale's position to locate the legendary One Piece treasure, which would make the finder the Pirate King. While many have speculated that he might be someone fans have actually seen before, he remains one of the biggest unanswered questions in the series.
Monkey D. Dragon has never met Luffy, despite being his father
The world's most dangerous criminal
Of everyone in the whole One Piece story, Dragon remains one of the most mysterious characters of them all. Of course, his family and ambitions are known, but his powers, strength, and much of his background are still shrouded in uncertainty, especially since he's had very sparse appearances throughout the series.
A child is the weak point of its parents.
The most notable aspect of Dragon's arc is the fact that he is the father of the main character of the story, which is why it's even harder to believe that he and Luffy have never met. Dragon abandoned his child to protect him from his dangerous life, but with Luffy's strength growing to such unprecedented levels, it's only a matter of time before Oda brings these two powerhouses together in the final war to finally defeat Imu.
