Eiichiro Oda debuted characters such as Shamrock, Gunko, Sommers, Harald, Xebec and several others. While many of the big names were introduced in a flashback, one particular character is part of the current timeline.

Aside from having one of the coolest designs, Loki is an incredibly powerful fighter, which is hardly surprising since he is the son of the late King Harald. As the Elbaf arc has continued, it has become increasingly apparent that Loki is no ordinary combatant. In fact, he is among the strongest One Piece characters. However, that doesn't mean Loki is invincible.

Shanks

Shanks is the captain of the Red Hair Pirates and one of the four emperors of the sea. Unlike most characters in the story, Shanks blossomed at a young age, as evidenced by his ability to use Divine Departure, an attack that combined Advanced Conqueror's and Armament Haki. Despite losing his left arm, Shank's growth did not stagnate. Instead, he continued to grow at an astonishing rate.
In fact, Shanks became an Emperor of the Sea after losing his arm, which is proof enough that the setback did not affect his strength. Currently, Shanks is arguably the strongest character in One Piece. He has mastered the use of all three types of Haki, and it's safe to say that no other character can handle them with the same finesse. Given Shank's abilities, it's hardly surprising that he was able to stop Loki from rampaging. It's also possible that Shanks held back because he didn't want to hurt Loki badly.
Blackbeard

Blackbeard is arguably the most ruthless pirate in One Piece. He is cunning and calculating, which is why he never makes a move that would not benefit him. Surprisingly, Blackbeard is also a patient man as he waited for years for Whitebeard's ship to find Yami Yami no Mi. Using the Devil Fruit, Blackbeard defeated Portgas D. Ace and then turned him over to the World Government. He then killed Whitebeard and stole the Gura Gura no Mi.

After getting his hands on two extremely overpowered Devil Fruits, it's hardly surprising how Blackbeard became an Emperor of the Sea. In addition to Yami Yami no Mi and Gura Gura no Mi, Blackbeard also has access to Haki, which allows him to stop incoming attacks. There is no denying that Loki is an excellent fighter, but he cannot overcome someone like Blackbeard.
Gol D. Roger

Gol D. Roger was the first person to be named King of the Pirates. He gained the title after reaching Laugh Tale and finding One Piece. Roger never backed down from challenges. In fact, he would throw himself in the face of danger because it excited him.
Of course, he could only be so ruthless because of his inhuman strength. Roger didn't have a Devil Fruit, but he was the strongest person alive, and it was all because of his Haki. Roger fought several battles, which refined his Haki control, allowing him to use the power to its fullest. Roger's battle would certainly have been engrossing, but it would always end with the Pirate King's victory.

The Imu is the true sovereign of the World Government, meaning they are responsible for everything that happens within the organization. They do not reveal themselves and use the five elders to relay orders. Due to this reason, very few people know about Imu's existence, and even fewer know their strength.
Of course, One Piece fans were kept in the dark by Eiichiro Oda, as the writer didn't want to reveal too many details about Imu. But things changed in the Elbaf arc when Imu took over Gunko's body. Imu was dissatisfied with the performance of the Holy Knights and decided to take matters into her own hands. Imu has the power to turn other people into demons and make them do whatever they want.

Imu is immortal and can regenerate from all kinds of damage. They can also use multiple Devil Fruits without issue. In addition, they also have powerful Conqueror's Haki. It's important to remember that much of Imu's abilities are unclear, but even without them the Sovereign can beat Loki.

Monkey D. Garp is among the few people from Xebec's era still alive. After all, who had the strength to bring down the legendary marine himself? In his prime, Garp could compete with the likes of Gol D. Roger, Whitebeard, Shiki and Big Mom. But none of them managed to bring him down. Fast forward to the current era, and Garp is still undefeated in a 1v1, which speaks volumes for his strength.
Loki is undoubtedly a powerful fighter, but he would be lucky to survive in a fight against Garp. The latter has mastered all three types of Haki, and his physical abilities are on a different level than any ordinary human. By combining the two, Garp remained undefeated for so many years.
