Shiki is not a character that fans often see in One Piecebut he is quite legendary in his own right. Shiki was first part of the Rocks Pirates in his younger years before eventually starting his own pirate crew, the golden lion pirates.
The Golden Lion is undoubtedly a pirate whose power can rival that of a Yonko. Shiki is known to have been one of Roger's fiercest rivals. On top of that, he could stand up to both Garp and Sengoku at the same time. Shiki wielded two incredible blades, Oto and Kogarashi, and had tremendous Haki. He also had the power of the Paramecia type, Fuwa Fuwa no Mi.
Boa Hancock
Boa Hancock was one of the Shichibukai in One Piece at beginning, but she lost this title once the system was abolished. As the Snake Empress, Hancock is incredibly powerful, and she is a user of all types of Haki in battle. In addition to that, she also has access to Mero Mero no Miwhich allows her to turn others to stone. While some techniques depend on physical attraction, others work independently of it.
Hancock is powerful and no one wants her as an enemy. Hancock was so impressive that her first voyage as a pirate brought her a reward of 80 million berries. Even Blackbeard admitted that he would lose to her if she gave her a single opening in battle, which is why he had to sneak up on her.
Scopper Gaban
Gaban was the Pirate King's left armand he is definitely one of the strongest pirates in the One Piecealthough he is far from his prime at the moment. Gaban uses twin axesand he can charge them with powerful Conqueror's Haki of the highest order.
Gaban was the very first person in One Piece to show that even immortals are not invincible. He has shown how superior his Conqueror's Haki is compared to the likes of even Luffy and Zoro.
Silver's Rayleigh
Silver's Rayleigh was Roger's right armand his powers definitely make him one of the strongest non-Yonko pirates. Fans know that he is a great swordsman who uses all three types of Haki.
Rayleigh was one of the Roger Pirates' strongestand he has shown this a few times in One Piece. During God Valley, Rayleigh was able to easily defeat Sommers and save Shakky, and even in his old age, Rayleigh fought an Admiral and scared away a Yonko.
Rocks D. Xebec
Rocks D. Xebec is a legend in One Piece the world, and he was a pirate to be reckoned with the level of the Pirate King. Rocks was the captain of the craziest crew in One PieceRock Pirates. They were powerful, and considering this crew had some future Yonko, it's not hard to figure out how strong Rocks must have been. Rocks never became a Yonko because the concept wasn't a thing back then, and he died prematurely, during the events of God Valley.
Rocks have already proven to be top class in One Piecewith crazy feats like killing an admiral, infiltrating and escaping the Flower Room, defeating Garling Figarland and even standing up to Imu.
Gol D. Roger
Gol D. Roger lived in an era before the rise of Yonko. Roger himself never became a Yonkoand instead held an even more prestigious title—that of The Pirate King. This title has only been achieved by him, and it shows how powerful he was in his prime.
With Roger Pirates, Gol D. Roger conquered the Grand Line. Roger used his Supreme Grade Sword, called Ace, and he also had Supreme Grade Haki.
