Speak of the Devil is one of the many side quests in Fallout 4but unlike the vast majority of those in the game, this was originally part of the Creation Club, which was then officially adopted as part of the game's Next-Gen update. Here, players will investigate traces of Enclave members in Boston, and when it's done, you'll get one of the best suits of Power Armor Fallout 4 has to offer. Here is a step-by-step guide that covers everything you need to do in this mission.
How to start talking about the devil in Fallout 4
This side quest will automatically be added to your log as soon as you step out of Vault 111. If you have an existing save file that you haven't touched in a while, Speak of the Devil will also automatically be added to your quest list along with a few other things.
The mission itself is not that difficult, but we recommend that you level and gear up a bit before attempting. A lot of it takes place in the middle of the map, which is very dangerous for a low-level character.
Research Wattz Consumer Electronics
Your first goal is to go to Wattz Consumer Electronics near the Cambridge area. Inside, your quest marker will lead you to a poster of the Black Devil – specifically, you're here for Connie's note right in front of the poster. Grab the note to officially start the quest and get ready for a journey through the wasteland.
Examine the 0MC-810 Relay Tower
Your next stop is the 0MC-810 Relay Tower, which is right a short hike northeast of Wattz Consumer Electronics. It's near the big Super Mutant camp at West Everett Estates – the big guys here aren't as friendly as Strong, so if you don't want to mess with them, consider going the long way around.
Once you get to the relay tower you will be met by a couple of hostile members of the enclave. Take them out, then follow your quest marker to the body of a man named Richie. Read his note, then take the music tape from his body, then load the tape into the nearby terminal. Follow the on-screen instructions and when you're done loading the music, move on to the next stop.
Investigate the BADTFL office
The BADTFL office is located east of Wattz Consumer Electronics. Fast travel back to the shop and then follow the path until you reach your destination. There will be some Raiders inside, but if you're properly built and armored they shouldn't be too much of a problem.
Follow the quest marker until you reach an office with Connie's body on a desk. Here you will find the FM 52.7 Music Catalog, which you must decrypt to progress in the mission. To do so, you must do one of the following:

Break the encryption with the Hacker 3 perk

Complete a hacking minigame (if you have at least Hacker 1)

Check the small hole in the wall behind Connie's corpse for a cigarette paper
Once you have decrypted the directory, exit again.
Examine 0SC-527 Relay Tower
For the next step, you need to take the decrypted music directory to another relay tower. This time you have to go south of Diamond City, but you will do the same thing as you did at the last Relay Tower. Clear enemies, raise the bowl, then load the music catalog into the terminal.
Investigate the Boston Police Ration Site
If you went to the Relay Tower from Diamond City, you would probably have passed the Boston Police Ransoning Site. It's the train depot directly south of Diamond City's entrance. The site's main door is barred from the inside, and to enter, you must enter from the upper window on the opposite side of the door. You can reach that window by using the nearby cargo containers on the train and the large forklift near the building as platforms.
Once inside, go to the Utility Tunnels. Follow the linear path while clearing out the enemies along the way, and you'll eventually reach a secret hideout that once belonged to an enclave deserter. All you have to do is interact with the radio there, and once you do, the mission will be completed. But we're not quite done yet.
Behind the radio is a full color X-02 Power Armorone of the best armor sets Fallout 4. There should be some Fusion Cores inside the tunnels, so you don't have to worry about just leaving this beautiful set of gear behind.
Before leaving, interact with the terminal behind the Power Armor suit. Here you can read about how the armor's previous owner was part of an Enclave spec ops unit, and how they assumed the identity of the Black Devil to help the people of the Commonwealth. More importantly, you will be presented with a choice here.
Should you disable or reset enclave radio signals?
The Black Devil's final request was to turn off all Enclave Radio Signals, and if you choose to oblige, you'll unlock a nearby safe that contains the Devil's Inferno mod for X-02. This mod is a souped-up version of Tesla Coil's mod, which not only passively damages nearby enemies, but also increases your movement speed and recharges your Action Points when you take damage. This mod is for X-02's torso slot, and it can be combined with Tesla Bracers.
On the other hand, if you choose to allow the Enclave transfers to continue, you gain access to the Enclave Radio Stationthat plays the patriotic music you've heard from the radios near the relay towers you visited. However, you will not be able to get the free Devil's Inferno mod if you do this.
In any case, you'll be ambushed by a bunch of Enclave members after you've made your decision. These guys aren't that tough, and if you step into the X-02 suit, you can just blast them away without breaking a sweat.
If you chose to get the free Devil's Inferno, don't forget to equip it with one of the Power Armor stations in the hideout.
