One Piece Marines stronger than Luffy

The Marines are one of the strongest organizations in the One Piece. They were formed to stop pirates and other criminals from affecting the lives of people around the world. Being considered to be on the side of justice, the Marines have many recruits.

Despite their insanely high numbers, only a few marines can beat someone like Luffy, who is a Yonko. Not even a veteran like Kizaru could stop Luffy. With that in mind, here are all the marines stronger than Luffy.

Monkey D. Garp

Current position: Marine inspector

Garp is the first name that comes to mind when the debate is about the strongest marines in history. He joined the Marine Corps decades ago, and since then has become the organization's strongest fighter. In his prime, Garp fought the likes of Roger, Whitebeard, and Shiki, all of whom were elite fighters.

Garp specializes in all types of Haki. He particularly excels in using Armament and Conqueror's Haki. By combining the two, Garp can create powerful attacks that can easily destroy a city. Garp gave audiences a glimpse of his powers in the Egghead arc, when he went to free Koby from the clutches of the Blackbeard Pirates. Garp destroyed a large part of Hachinosu with his attacks. Not even Kuzan could stop his teacher. Considering all his accomplishments, there's no doubt that Garp in his prime could easily wipe the floor with Luffy.

Sengoku

Sengoku is among the old bosses, who joined the Marines at the same time as Garp and Tsuru. It didn't take long for the trio to make a name for themselves and rise through the ranks. Sengoku served as an admiral before being promoted to the position of fleet admiral. Once he reached the rank, Sengoku remained there until after the Paramount War.

Sengoku is an excellent fighter who has Hito Hito no Mi, model: Daibutsu. It is a mythical Zoan-type Devil Fruit that allows him to transform into a gigantic Golden Buddha, resulting in a massive increase in his physical abilities. Sengoku's Devil Fruit also allows him to emit shockwaves from his hands. He used the ability when fighting Blackbeard in Marineford and nullified a Gura Gura no Mi powered attack. Sengoku is also skilled at using Haki. In fact, he was the first Marine confirmed to have Conqueror's Haki. Unfortunately, Sengoku hasn't had the opportunity to use Haki in battle due to his limited screen time. But there's no denying that he would triumph in a fight against Luffy.

Sakazuki

Current Position: Fleet Admiral

Sakazuki is the current Fleet Admiral of the Navy and ranked by many as one of the last villains in One Piece. He earned the hate of the fans after killing Portgas D. Ace in Marineford. Next, Sakazuki Kuzan battled at Punk Hazard for the position of Fleet Admiral. It was a bitter battle, but Sakazuki's magma proved too hot for Kuzan's ice.

Sakazuki ate the Magu Magu no Mi, a Logia-type devil fruit that allows him to create magma at will. With the Devil Fruit's power, he was able to critically wound Whitebeard. He also used it to give Luffy a massive scar on his torso. In addition to Magu Magu no Mi, Sakazuki has also mastered the use of Armament Haki, as evidenced by his display in Marineford. Luffy and Sakazuki will likely cross paths at some point in the future, and the Navy is guaranteed to win if both stay at their current level.

Cousin

Current Position: Titanic Captain Of The Blackbeard Pirates

Kuzan is a former Navy admiral who left the organization after losing to Sakazuki at Punk Hazard. Kuzan competed to become the Admiral of the Fleet, but the loss to his fellow admiral meant that he could not earn the promotion. Kuzan did not want to serve under Sakazuki, so he left the organization and later joined the Blackbeard Pirates.

As a former admiral, Kuzan has great power with which he can take down most pirates. For starters, Kuzan has Hie Hie no Mi, a Logia-type devil fruit that allows him to create and control ice at will. He can use the Devil Fruit to freeze the sea, making it easier to pass. Kuzan's Hie Hie no Mi also allows him to freeze his opponents and create huge ice structures. Kuzan also has access to Haki, and he can likely use their advanced versions. So it is not difficult for Kuzan to harm other Devil Fruit users. Considering Kuzan's strength, it wouldn't be an exaggeration to say that he can beat Luffy in a fight. However, the latter will replace him in the future.

King

Current position: Commander-in-Chief

• Devil Fruit: Unknown

Kong is the Commander-in-Chief of the Marines, putting him above the Admiral in terms of authority. He even has jurisdiction over the Shichibukai, Cipher Pols, and Enie's lobby. Given his political authority, it is hardly surprising that he is fiercely loyal to the World Government.

Kong hasn't featured much in the story, making it hard to gauge his strength. However, it is worth mentioning that he served as an admiral and later as a naval admiral. A weakling would never have been able to reach the promotion, so Kong is likely a strong individual.
