Rocks D. Xebec Was the captain of Rocks Pirates. He is said to have been an evil man who cared a little about others and killed both the privileged heavenly dragons and their slaves with the same lack of doubt. Rocks has been regarded as a generally poor leader, with those of his crews who have discussed his exploits who have a largely negative opinion about him. That said, the fact that stones have rubbed shoulders with many today's legends has led to a level of speculation about his strength. Three of Rock's crews rose to the title Emperor, a rank for pirate captains regarded as existential threats to the world government. In addition to being the captain of Whitebeard, Big Mom and Kaido, Rocks and his powerful crew were defeated by an alliance formed by Gol D. Roger and Monkey D. Garp, who were otherwise consistent rivals of each other.
Today, stones are speculated to be an influence, relative or, in some extreme theories, a previous incarnation of the Emperor Marshall D. Teach, a former subordinate Whitebeard who has since become BlackBeard, a powerful pirate in its own right. This speculation derives from Teach's obvious fascination for the long dead captain, especially called “Saber of Xebec” and actively antagonizes many of his former subordinates. A character that has drawn parallels to Luffy, Joy Boy is said to have been the very first pirate. He at one time owned the titular one piece that Roger would later discover. He became friends with truly ancient figures who are still alive today, for example Emet, the massive robot known as the iron giant and Zunesha, the elephant that goes the world while carrying the island of Zou on his back and which is said to have committed a crime earlier that made him worthwhile for eternity. He was also a former user of Hito Hito No Mi, model: Nika, and is said to have many parallels with his current user, Luffy, which is sometimes identified by Moniker himself.
The original Joy Boy is known for his distinctly powerful conqueror Haki. He was also able to tie it in a knot and preserve it for future use centuries after his own passing away. Emet released his late friend's Haki under the Egghead arch, with its power still identifiable long after the user's death. Joy Boy is not unbeatable, as he was an enemy for the first twenty and stopped losing them during the Great War, a conflict that resulted in the creation of the World Government. However, the exact circumstances for this loss and Joy Boy's exact level of power remain a mystery.

A figure of complete mystery, Imu is the secret leader of the world government and is thus the effective king in the world. Emporio Ivankov speculates them in being the ancient Saint Nerona Imu, which is kept alive at the multi -year youth surgery via Ope Ope Ope No Mi. This creature has been shown to have powers, including a transformation that may or may not be the result of a mythical zoan, the ability to kill the adopted immortal Jaygarcia Saturn, and apparently the power of an ancient weapon. Despite their secret, they are implied to keep attention to the bigger world, which shows a fascination for figures such as Monkey D. Luffy and Nefertari Vivi.

With his role as a great antagonist who may have lived for centuries, it is reasonable to assume that IMU is perhaps the strongest character that is currently rude within the story. The exact scope of their power is unknown, but they have not shown any vulnerability and absolute dominance over the small number of characters they have interacted with in the story so far.
