In fact, it is hypocrisy that Norman would beg Spider-Man to save Harry and then condemn the spindles of Harry's condition afterwards, just to then demand that “G-serum” probably be used on his son in what will surely be a third unsuccessful attempt to cure him.

Marvel's Spider-Man 2's Anti-poison is a brand of despair, not an honorary mark
Anti-Venom Symbiote is an exciting addition to Peter Parker's costumes in Marvel's Spider-Man 2, but why it is needed at all is much more depressing.
It will never be known about Devil's Breath, which was originally named GR-27, could eventually be a viable cure for anything Ailed Emily Osborn and now her son is because it was stolen and arranged by Martin Li's Mr. Negative and Otto Octavius' Doctor Octopus. It is a relatively unmatched concept regardless, as what Oscorp could ever manufacture to do so to the stages in a curative formula seems convicted from the beginning.
It is a nice explanation as to why such a disastrous virus would have been in Oscorp's hands, and yet it is also extremely convenient that super showers would later get hold of it and practice it to cause devastation in New York City. Devil's Breath on its own would never have been a sensible sign of Norman but the symbiote invasion in Marvel's Spider-Man 2 should have been.
Marvel's Spider-Man 2's Venom is proof Norman Osborn and Oscorp is above their heads
The foreign symbiot was conveniently found by Dr. Curtis Connors and Oscorp, suggesting that they had known its imminent arrival on the ground and knew about where it would crash in a small meteoric crater. Otherwise, Oscorp may have only known something that comes into the earth's atmosphere and has been the first in place to pick it up (much less more symbiote samples, including one Cletus Kasady's flame steal).
However, Connors and Oscorp were not knowledgeable enough about the subject to know that the symbiot who contacted Connors was not worried enough to guarantee that the researcher violently lost his arm, much less that they would not allow it to follow Harry's body in a stasis tank.
In the end, Norman is completely responsible for Harry eventually getting married and then blaming the spindles for Harry to be back in a coma when they defeat him is basic, as the alternative would be dead or founded by poison. Norman's grief then deepens his and/or his son's imminent transformation into a certain idea of a Niss. But if he chooses to give Harry G-serum and Harry becomes a Niss, this will be a third stupid but sympathetic effort that was not well thought out and will just be more harmful.
It would not follow Norman's painful, obsessive and self-sabotaging patterns about G-serum subverted expectations and healed Harry without branches, and Norman who took G-serum would not be meaningful yet in view of the context of history. Unless a huge curve ball is thrown against players, it seems pretty clear what can be expected from Marvel's Spider-Man 3.
