The Boruto the series has proven to be somewhat of a divisive sequel to Naruto. In terms of quality and popularity, it is nowhere near its predecessor, and that is to be expected. Naruto set the bar so high that not many comics could reach it. Sakura Haruno
Sakura Haruno is one of the strongest ninjas in the Boruto at this time. She is in her prime and that gives the writers more reason to put her at the forefront. Of course, the manga is about the next generation of ninjas, but Sakura and others should be involved in the plot more often. Sakura has unfortunately barely been a part of the series, and this has resulted in her becoming an incredibly underwhelming character.

Konohamaru Sarutobi
Konohamaru might just be one of the biggest disappointments in the Boruto. Fans had huge expectations for him in the Naruto series, where he played his small roles very well. In Boruto, however, he has been joked time and time again. He will likely continue to be the same in the future as well, and there seems to be no hope for this character. Even after the three year time jump, Konohamaru is still extremely underwhelming. In fact, all of his students have already surpassed him and he is the complete opposite of Kakashi, if anything.

Mitsuki
Like Konohamaru, Mitsuki was sidelined to the vast majority Boruto series, and he was given no opportunities to showcase what he was truly capable of. The plots surrounding his character were also completely sidelined, and overall he became one of the characters that, if removed from the story, would not affect the plot in any significant way. Hopefully this will change in the future Boruto.

Hinata Hyuga
Hinata Hyuga should have been given a more prominent role in Borutoand that goes without saying. She is a direct descendant of Otsutsuki in many ways, and Hinata is Naruto's very own wife. She is a powerful ninja, who could have done more than just being a housewife in the series. Unfortunately, the writers never saw it that way and decided to completely cut her out of the plot, aside from moments within the Uzumaki household where she was seen as a normal mother to her children.

Team 10
Team 10 in Boruto consists of Shikadai Nara, Inojin Yamanaka and Chocho Akimichi. Aside from Inojin, who has only gotten a little attention recently, these characters have been completely sidelined and it was almost like they didn't even exist in the first part of Boruto. This is pretty boring, and just shows how little the author gives his supporting characters and the world that comes with them concrete. In Two Blue Vortex they have been given somewhat of a more pronounced role, however it would be far-fetched to say that they are anything but underwhelming.

Rock Lee
Rock Lee is yet another character in Boruto from the previous generation that has been completely sidelined. This is incredibly bizarre, considering he is one of Konoha's strongest as he has mastered the Eight Inner Gates. Fans should have seen Rock Lee at the forefront of things on many occasions, but for some strange reason this never happened.
Despite having a lot of potential and strength to offer, Rock Lee ultimately turned into an underwhelming character just like many others in Boruto.

Kakashi Hatake
The Sixth Hokage, Kakashi may not be in his prime anymore, but he is an individual with a lot of experience and strength to offer. Kakashi has barely been seen Boruto so far. While he may have made a few appearances in the anime, the manga has cut him out completely and it's almost as if he doesn't even exist.
To call him underwhelming would be somewhat inaccurate, given that he isn't even present there. This is particularly shocking, given the character's role in the predecessor manga. Fans are hoping that he will appear and play an important role in Boruto to preserve his legacy.
