Scopper Gaban is one of the most revered and legendary figures in history One Piece world. Similar to how Sanji acts as third-in-command to the Straw Hats, Scopper filled this role in the crew of the legendary Gol D. Roger, and was the highest authority in the crew after Roger and Rayleigh. He was also so powerful that he and the other 2 basically formed the Monster Trio of his time.
As part of the Roger Pirates, Scopper was present at the discovery of the One Piece treasure and even played a direct role in getting to it due to being the helmsman of the crew. Because of this, Scopper remains one of the few people in the world who knows the truth about the Void Century and what the fabled treasure even is. However, his current whereabouts are unknown, as is anything he may have gotten up to after the treasure was found.

Now it is common knowledge that the Roger Pirates, by finding One Piece and armed with the knowledge of the true history of the Void Century, knew of the sinking of the world. Because of this, most fans agree that every member of the crew introduced in the story so far has prepared for this inevitable fate in one way or another.
The first crewmate ever shown was Shanks. Although he was not part of the expedition to the last island and never saw the One Piece treasure himself, many believe that knowledge of it may still have been passed down to him somehow, as there is not a single member of his crew who has a Devil Fruit. Many believe that this has been a way to prepare for the sinking of the world because, when the water level rises, no one from the Red Hair Pirates would risk drowning due to having a Devil Fruit.

After Shanks, the Straw Hats met Crocus at the beginning of the Grand Line, who joined the Roger Pirates as their doctor and treated Roger so he could live as long as he did. Crocus was even there at the discovery of the true history and the discovery of One Piece, so he knew that the world was sinking, which he has countered by making an island inside Laboon, so that he would remain safe inside him. Then One Piece has entered his final saga and Elbaf is one of the last islands, it makes sense for Scopper to meet the Straw Hats at the end of the Grand Line.
His purpose in the story and why he would be on Elbaf at all has been debated for a long time, with some arguing that he is likely the Man Marked By Flames or even the mysterious silhouette in the final panel of the Egghead Island arc. Whatever the case may be, Scopper will likely have a big mentorship role to play when he is finally reintroduced to the franchise.
