Bubble Wand is a tool you will unlock under the “Magic Bubble Wand” assignment with Hangyodon. By using it you can capture underwater scripters for Reef Critter Room in Nature Preserve. Getting the assignment with Bubble Wand requires you to complete several assignments in advance:

“Take Back Swing” (Tungle, Level 5)
“Deep Diving” (Kuromy, Level 6)
“Comic Relief” (Hangyodon, Level 6)
“Vagging Ruins (Retsuko, Level 7)

Once you have picked up the bubble rod plans from the tax chests near sunken vessels, hot sources and in Crystal Cave, you should talk to Chococat near the construction gate to get the final craft plans for the bubble rod.
