The first time Rotom ever appeared in Pokémonit jumped out of an old TV to attack the player in the middle of a haunted mansion. Pokemon diamond and GEMs legendary Pokemon battle theme plays in the background of this encounter once per game at the Old Chateau. With the dramatic background, the music, and a single opportunity to catch it, many fans already assumed in 2007 that the Plasma Pokemon was a legendary.
Generations later, however, Rotom can be found as a random encounter as many times as the player wants in several Pokémon game. IN Pokemon Legends: ZA, they've become so commonplace that every trainer around has one powering their smartphone. So it might be interesting to consider what might have caused Plasma Pokémon's demotion from ambiguous legendary to glorified smartphone battery.

What made Rotom a legendary Pokemon
Rotom's strange situation has many fans questioning whether it was really meant to be a Legendary Pokemon in the first place. There is a handful of evidence for both options. Although a common sight these days in Paldea, Rotom may have been intended as another member of Sinnoh's great legendary pantheon as early as Generation 4.

IN Pokemon diamond and GEM and the remakes Pokemon Brilliant Diamond and Shining gemthe player will need the National Pokedex and must come to the Old Chateau at night. If they interact with the TV there, the Electric/Ghost type Pokemon will jump out and start a Pokemon battle with the same music as Heatran, Cresselia, and Regigigas. This is the player's only chance to catch Rotom on that file, much like other legendaries.
The atmosphere really played up the mystery behind Rotom, and Pokemon Platinum doubled. The third Sinnoh game gave way to Rotom's shapeshifting, which was quite a privilege in the pre-Mega Evolution era. The only other two non-legendaries at the time to have shapeshifts were Castform and Burmy, neither of which received the love from Game Freak that Rotom did. Platinum also brought two more Pokémon form changes: Giratina and Shaymin, one Legendary and one Mythic. It seemed like all the evidence pointed to the Plasma Pokémon being considered a Legendary, but there were still a few things about it that set it apart from Sinnoh's rolodex of gods.
What took away Rotom's “legendary” title
If Rotom was supposed to be a legendary in its debut, it wasn't very strong. Its base stat total in its standard form, which was the only form it had in its debut games, was 440. This would have made it the weakest legendary or mythic Pokémon at the time. Its apparatus is formed in Platinum each had a base stat of 520, but that only made it stronger than Phione, whose mythic status is sometimes debated due to its lack of combat prowess.
Speaking of Phione, Pokemon breeding has always worked for Rotom with Ditto – just like Manaphy. This doesn't necessarily rule it out as a Legendary or Mythic, as Manaphy can also breed with Ditto, but the Seafaring Pokémon is an exception to the rule that Legendaries can't spawn in Kindergarten. Even then, Manaphy can only lay Phione Eggs, while Rotom Eggs just spawn more Rotom just like most regular Pokemon Eggs spawn more of one of the parent species.
Outside of the breeding issue, Rotom has a higher catch rate than most non-story legendaries. Its catch rate is 45, while for comparison, Dialga and Palkia have a catch rate of 30, and the sea trio Uxie, Azelf, and Mesprit all have a catch rate of 3. To be fair, some Mythicals like Mew and Shaymin also had catch rates of 45 during deployments where the player could likely fight them during the races, but that was a fair time. Rotom didn't have the “time limit” that Mythicals did.
When generation 4 ended and generation 5 started Pokemon Black and Whitethe player could still only get one Rotom per game, but it was via an in-game trade for a Ditto this time instead of a battle where they could capture it. Still a rare Pokemon, but not much rarer than Silph Co. Lapras from Kanto. The final nail in the coffin came in Pokémon X and Y in Generation 6, where Rotom became a random encounter in the Lost Hotel. No legendary music was played, and the player could catch as many as they wanted as long as they were patient. If Rotom was considered a legendary Pokemon before, it wasn't anymore.
Why Rotom was demoted to Common Encounter
There were several reasons for making Rotom a more common Pokemon, although the developers have never fully explained why. The fact that its stats were so low compared to other legendaries and its ability to spawn were probably important factors: it wasn't impressive enough in battle before it got its gear forms, and being able to make more of it through eggs meant it didn't quite have the one-per-game rarity that other legendaries had. Even after getting the best Rotom forms, the stats were not enough for the high title.
There's also the fact that it didn't have the “great origin lore” that other legendary and mythical ones had. Even Phione had his ties to Manaphy, but all Rotom had was a journal entry Platinum who said it just jumped out of a lawnmower one day. Sure, the notebooks found in Rotom's room in Generation 4 and the Sinnoh remakes reveal a connection between it and Team Galactic. But compared to Arceus emerging from a primal chaos egg or even Heatran's link to Mount Coronet, its origins are surprisingly mundane.
Rotom's role in the Pokemon Games story
On the bright side, Rotom not being a legendary didn't exactly make it irrelevant. In fact, becoming a common Pokémon in the universe has made it more relevant than ever. Starting with Generation 7, Rotom-powered technology became part of the main line Pokémon game's larger world-building. Pokémons Pokedex in Pokemon Sun, The moon, Ultra Sunand Ultra Moon was possessed by a Rotom that actually had a personality of its own and would speak human language.
Generation 8 extended this i Pokemon Sword and Protect by making Rotom-powered consumer technology an everyday thing. Everyone now had a phone with a Rotom in it, bikes were powered by it, and Pokemon Center computers now had Rotom terminals that use it to allow the player to access the Pokemon Storage System, the Loto ID drawing, the new Poke Jobs feature, and the ability to create and edit their League Card.
Rotom Phones in particular seem to be here to stay, as Gen 9 players are on board Pokemon Scarlet, Violetand Legends: ZA everyone uses them. Pokemon Scarlet and Violets Rotom cases can be customized, for example. Along with all their apps, they have a handy safety feature that will catch the player in time if they fall from a great height. IN ZAthis is actually used for some platform games.

Becoming ordinary for Rotom was the best
Players that have been around since the original Diamond and GEM might find it a bit sad to see Rotom deny the legendary treatment over the years. Although it wasn't a great Pokémon in its debut, its encounter made an impression, and the addition of its device forms made it a fan favorite. But really, it's for the best that Plasma Pokémon didn't end up in the already crowded Sinnoh Legendary club.
Having the player encounter Rotom in the wild means the player can play more with its forms by capturing multiple Rotoms or making it a main story party member as it is not limited to a post-game encounter like most legendaries after their debut generation. Rotom is still a rare Pokemon encounter, so it's not like it became common at Zubat level – it's usually a nice surprise when you find one in the wild.
Lore-wise, making Rotom the backbone of so much technology in Pokémon the world was a really fun bit of world building. In a world where pets can generate energy without being harmed, society would naturally take advantage of it. It's just another piece of lore that shows how important Pokemon and humans are in helping each other evolve.
