Boruto: Two Blue Vortex has introduced fans to a plethora of incredibly powerful next-gen ninjas, especially in the newest arc surrounding Shinju. While the first part of the manga only showed fans the potential that the next generation of shinobi held, Two Blue Vortex has flipped this script completely, showing that these characters are fulfilling their enormous potential now. Quite a few powerful characters in Boruto have already reached Kage's level, and some have even surpassed it. The standards that the new generation have set are very high, and it's pretty clear to see that they've surpassed the vast majority of the old generation ninjas in doing so. Mitsuki
Mitsuki is one of the strongest ninja in Konoha i Two blue Vortexes. After the time jump, it is clear that Mitsuki has fully mastered the power of his Sage Transformation, and his strength is such that he could even go up against Boruto Uzumaki in battle and hold his own. Mitsuki is incredibly dangerous, and his total potential is already said to be greater than Orochimaru's.
Considering that Orochimaru himself was a Kage-level ninja, the fact that Mitsuki can continue to reach even greater heights shows that he is already above the level of an average Kage. Mitsuki can grow even further in the future of the Boruto series, and that's what makes his character incredibly exciting.

Shinki
Shinki is Gaara's adopted son and Sunagakure's future. He is known to be an incredibly talented ninja, especially considering that he has the same skill as the Third Kazekage, known to be the greatest Kazekage in the village's history.
Shinki can control Iron Sand and use Magnet Release Kekkei Genkai. This is an incredibly powerful ability with which he could even hold his own against Shinju for a short period of time. Shinki ended up sacrificing his life to save Gaara in their last battle. While his full power as an adult remains unseen, Shinki is most certainly a Kage-level ninja, given that he was able to put up quite a performance against Shinju.

Participate
Participate was once a member of the Kara Inners, but now she is one of the strongest assets that Konoha has. Delta is an incredibly powerful character, and considering she's spent over three years in Konoha, it goes without saying that she's a village shinobi. Delta possesses immense strength, but the vast majority of her powers derive from scientific technology. She has the ability to send powerful beams from her eyes that can decimate anything, and she can even absorb large amounts of chakra.
More than that, Delta can use her body to produce powerful appendages with which she can impale her enemies. Delta is so strong that she could even hold her own against Six Path's Naruto Uzumaki, and that's no joke. She is way above the level of Kage and quite easily one of the strongest in the entire world.

Eid
Just like Delta, Eid has also spent three years in Konoha, and at this point she can be said to be a citizen of the village, meaning she is also a shinobi. Eida is incredibly powerful, and she wields the power of Senrigan, with the help of which she can see anything anywhere, and even into the past. Delta is incredibly overpowered, and her greatest strength is her Shinjutsu, known as Omnipotence.
Unfortunately, she does not have control over this Shinjutsu, but it has already made her invulnerable as almost everyone falls in love with her, unless they are a relative of hers or an Otsutsuki. Eida is nearly impossible to defeat in battle, and her overall combat prowess is already stated to be greater than Jigen, making her a shinobi well above Kage level.

Sarada Uchiha
Sarada Uchiha is one of the strongest characters in the world of Boruto: Two Blue Vortex right now. While she was underpowered in the first part of the story, Sarada has awakened some tremendous abilities. Sarada has the power of the Mangekyo Sharingan, with which she can use Ohirume, a powerful black hole-based ability.

Kawaki
During the Boruto series time jump, Kawaki has become incredibly powerful, and by the latest Boruto arc he has fully mastered the powers of his Karma. Kawaki has access to all the powers of Isshiki Otsutsuki, and it goes without saying that he is one of the strongest characters in the entire series, if not the strongest.
Kawaki possesses immense strength, which can only be rivaled by a select few individuals. His Kokugan allows him to use the Sukunahikona and Daikokuten freely, and it goes without saying that he is well above Kage level in this story. He will continue to grow further in terms of total power.

Boruto Uzumaki
Boruto Uzumaki is one of the strongest ninjas in this story at this point, and after the time warp he has evolved a lot. Boruto was trained by Sasuke and then by Kashin Koji. Right now, Boruto is so strong that he can even defeat Code with ease. More than that, Boruto Uzumaki can even fight Shinju, and with the power of Otsutsuki Karma that he has now mastered, he is practically unstoppable and far above the level of the Five Kage.
Boruto Uzumaki will also grow further in terms of power. By the time the story ends, he could become the strongest shinobi the Naruto world has ever seen, and that's something fans are eagerly waiting to see.

Demon
Quite simply the strongest in the next generation of Naruto Demon. Daemon is Eida's younger brother, and like her, he has been blessed with the power of Shinjutsu. His overall fighting ability is said to be greater than Jigen, placing him above the Otsutsuki level. More than that, he has Shinjutsu from Shibai Otsutsuki that allows him to reflect any attack thrown at him, even things like killing intent.
Basically, Daemon is almost impossible to take down in battle for anyone, and that is connected to the incredible strength he possesses. It's easy to see why he is a shinobi well above the average Kage level. His full strength hasn't been explored in the series yet, but as the story continues, Daemon will get a lot of attention.
