At the top ends the duo King Harald and Loki. Harald's name was mentioned several times in the Elbaf arc, but it wasn't until the God Valley flashback that fans found out about him. He is considered the greatest ruler in the history of Elbaf.
Besides being an excellent monarch, Harald was also a phenomenal combatant who could fight Xebec on equal terms. In fact, Xebec never won a fair fight against him. Loki is no mean fighter either. He has a legendary weapon and can use it appropriately. His skills caught the attention of the Holy Knights, who tried to get him to join the group.
