After conquering a nearby settlement, you will be asked with a choice to “retain the settlement” or “Raze Settlement”. In previous items of CivRazing settlements were a great way to clear the way of enemy AI cities and prevent your empire from expanding beyond your control.

Here is what players need to know about opening the borders in Civ 7.
IN Civilization 7Keeping a settlement will add it to your empire for a few turns, which may have any negative repercussions if they are not handled well. But raging a settlement comes with its own mass of negative effects. This guide explains what happens if you rage a city in Civ 7 and explain if you should usually keep conquered cities or burn them to the ground.
What happens when you rage a city?
When you conquer a city you have two options: Keep City or Raze City.
If you Keep the conquered cityIt will endure a dozen turns of low happiness and worry as it gradually joins your empire. After the settlement has been completely incorporated into your empire, the sentence of happiness will disappear, it will add a point to the militaristic heritage of certain ages and will work just like a normal settlement in your empire.
Settlements that you have taken from other players are designated by a chain and are counted to your residence limit as a normal city or city.
If you Raze a cityThe Civ 7 punishes you pretty heavy. First, you will generate massive complaints with the leader who owned that settlement. In addition, each settlement you Raze will generate a permanent war support against you for each opponent for the rest of the game.

After 12 laps, the city and its boundaries will be removed from the game and free up space for your own settlers or cities to expand to. While the city is racial, you will not receive any returns from it.
So should you keep or collapse cities?
In almost all situations, it is better to hold a city than to collapse it. The penalties for furious cities in Civ 7 are too high to ignore, and it is almost always advantageous to have more settlements. However, there are exceptions.

If you are already at your decommissioning limitBut your empire has low happiness and cannot support another settlement, raging a city will prevent widespread independence.

If a city is Located in a place that your cities would normally grow toas the spaces between the boundaries of the city (as Civ 7 AI will sometimes do)

If you Has a lot of war supportor wOdders/abilities that generate free war supportthat denies the fatigue of war the disadvantage of furious cities
If you are raging a city, be prepared for other leaders to condemn you, or at least, expect your relationships to sour with everyone else. But if you really cannot handle an extra settlement, can place a better city with a newbuilder or have enough war support to prevent war support from debuff affecting you, it is worth considering.
In almost all cases it is to keep cities better than to collapse them Civ 7.
