The world of Solo Leveling is filled with powerful individuals, capable of causing extensive damage. Normally, people with such high destructive powers pose a threat to society, but in Solo Leveling, most of them function as hunters.
Fans who have seen or read the series know that the world of Solo Leveling is under constant threat from mysterious creatures that appear from gates. To stop the monsters from wreaking havoc, the Hunters are tasked with dealing with them. Naturally, there is a discrepancy within this group. Some hunters are much stronger and can handle the most dangerous creatures.
Thomas Andre is the strongest hunter at national level
Thomas Andre is in a league of his own
National Level Hunters are some of the strongest fighters in Solo Leveling. To date, there have been a total of four individuals who have been officially recognized as National Level Hunters. These are:

They are ranked from one to four based on Hunter score. At the moment, Thomas Andre is at the top of the rankings, making him the strongest known National Level Hunter. Like all other hunters at the national level, Thomas Andre has been given powers by the rulers, and they have proven invaluable. Without the powers of the rulers, Thomas Andre and the other National Level Hunters would never have accomplished so much.
For example, none of them would have been able to beat Kamish, who was considered the greatest threat humanity had ever faced. Also, they wouldn't be able to handle S-rank gates on their own. Fans who have read the web novel know how dangerous an S-rank gate is. They are aware that no ordinary S-rank Hunter can beat them, but National Level Hunters can because of the rulers' powers.
As previously mentioned, Thomas Andre is the most powerful National Level Hunter. Even if one were to disregard the scoring system, his feats are enormous. He went toe to toe with Sung Jinwoo for a while, and this was after the latter had obtained Ashborn's black heart. Thomas Andre later fought one of the Monarchs and was able to put on a solid showing. With these things in mind, it's hardly surprising why he's at the top of the charts.
Sung Jinwoo could have become a national level hunter
Jinwoo doesn't care much about titles
Towards the end of the story, Sung Jinwoo surpassed all the National Level Hunters, including Thomas Andre. In fact, the hero brutally crushed Thomas Andre in a fight. Despite his achievements, Sung Jinwoo was not appointed a National Level Hunter, and it is mainly because of the state of the world. Because of the war between the monarchs and the rulers, there was a lot of unrest. Humanity was consistently facing new threats that distracted people from other issues, including Sung Jinwoo's introduction to the list.
But just a title doesn't mean much to Sung Jinwoo, especially when he's the strongest being in the entire world. Sung Jinwoo is armed with Shadow Monarch's abilities, making him a dangerous opponent. He also has unlimited potential, so he can continue to grow in strength, as there is no limiter. Sung Jinwoo also has enormous mana reserves, enabling him to maintain a large shadow army. Some of his shadows are so powerful that they can effortlessly crush S-rank Hunters. So, Jinwoo doesn't even need to engage in such fights, because they can do the job for him.
Despite his insane powers, Sung Jinwoo didn't let the power go to his head. He continued to help people who were in need and continued to protect the world from disasters. Another thing that makes him so special is how much he cares about his family. Jinwoo has always been overly protective of his family, and he becomes extremely ruthless if they are attacked. For example, he threatened the whole world if his father was attacked. Hopefully the third season of Solo Leveling will be released soon, so fans can see him in action.
