Rock Lee is the strongest in Konoha shouldn't come as a surprise to any fan. After all, he is a master Jonin who has gained full control of the Eight Inner Gates technique. With the power of the gates, Lee can compete with even the most dangerous of enemies. It must be remembered that even with the Seventh Gate, Guy was able to push Madara to the back, and with the power of the Eighth Gate, he was able to deal lethal damage to the Ten-Tails' Jinchuriki, nearly killing him in battle. Lee is at a similar strength right now, which is why he is the strongest in the village at the moment.

All of these things together mean that Rock Lee is Konoha's new strongest in the absence of Naruto Uzumaki. Unfortunately, he won't be appearing in the story anytime soon, and that has left fans very disappointed.

Judging the Taijutsu Master's Current Power Level
When it comes to the overall power level of Rock Lee, it's pretty clear that he's an absolute disaster. With the power of the Eight Inner Gates, especially the Eight Gates of Death, Lee is virtually unstoppable in battle. Considering Guy was able to keep up with Ten-Tails Madara and even overwhelm him in battle, pushing him to the brink of death, Lee can do something even bigger because he is stronger.
Rock Lee should be able to take on the likes of Otsutsuki himself and even overwhelm them in battle should he harness the power of the Eight Gates. Even with the seventh gate, Lee should be able to demolish the vast majority of Shinju in battle. This is exactly what makes it even more confusing why he is not an active part of the story. He is one of Konoha's strongest and should lead from the front, especially when the young generation is putting their lives on the line.
Yet, for some reason, Rock Lee has not been written into the story at all. Hopefully Boruto's future arcs address this major problem with the story, because otherwise the inconsistencies will just be too much for fans to ignore.
