Ever since their introduction in the very first chapter, Oda has been slowly evolving them, adding more brilliant abilities to the fold, as well as revealing more types and subtypes. Now that One Piece is featured in the story's final saga, it will come as no surprise to any reader that Oda reveals one incredibly overwhelming ability after another.
In the Elbaf arc, Oda gave fans a good look at Imu's Devil Fruit ability, and now he's continued to reveal e.g.he strongest Devil Fruit power in all of Elbaf. This power belongs to none other than Loki, and his ability allows him to transform into a black dragon that is absolutely huge.

The legendary Devil Fruit of Elbaf was first teased at the beginning of the arc. It was said that this Devil Fruit was passed down to the royal family of the land for centuries, and Loki was the one who proceeded to steal it for himself. The powers of this Devil Fruit were teased to be so dangerous that it could destroy the entire country and even the world with it. At the time, it wasn't clear what this Devil Fruit ability really was, but in the Elbaf flashback, a true picture of this Devil Fruit power was painted.
Loki ate this Devil Fruit 14 years ago in an attempt to stop King Harald from destroying the land and unleashes his powers on the world after he makes a deep sea alliance with Imu. Loki's Devil Fruit allowed him to transform into some kind of gigantic being, and then, with its powers, he was able to overwhelm even King Harald and eventually kill him. In One Piece chapter 1174, the true nature of this Devil Fruit was finally revealed to fans.
Loki's legendary Devil Fruit allows him to transform into a giant black dragon, so massive that it dwarfs entire countries. To put Loki's dragon size into perspective, Luffy, in his gigantic Gear 5 form, was able to use Kaido as a jump rope. Kaido himself was the size of a small island. In his giant form, Gear 5 Luffy looks like a small human on top of Loki's head, when transformed into his dragon state. This means that Loki is so big that he can easily destroy countries, and it explains why the people of Elbaf believe that he can destroy the whole world.

This Devil Fruit belongs to the Mythical Zoan class and is likely the Niddhogg dragon. Considering it's a Dragon Devil Fruit, it certainly gives Loki incredible durability, just like Kaido's Dragon Fruit gave him. On top of that, this Devil Fruit seemingly gives Loki the power to manipulate lightning. Considering he can transform into a western dragon, Loki should also be able to spit fire with his Devil Fruit powers, though that remains to be seen. Either way, Loki's Devil Fruit makes him the strongest in Elbaf, considering that even Imu only uses Gunko's body as a vessel and likely cannot channel her full powers.

Loki can easily destroy the world
Given Loki's sheer size and the power he wields, it's no surprise to know that he can easily destroy the world. Loki can summon catastrophic lightning with his Devil Fruit powers and destroy all of Elbaf in an instant if he wished. On top of that, if Loki can even breathe fire, he could easily destroy entire countries in mere seconds and leave nothing but destruction in his wake. As Loki goes from land to land, he can bring the whole world to ruin, and given his overall powers, no one could really stop him, not even the likes of the four sea emperors, with the sole exception being Shanks.
Loki's Devil Fruit is so overpowered that it can basically destroy the entire world. This puts the firepower it has in the same league as an ancient weapon, such as Uranus, Pluto or Poseidon. It makes perfect sense why Imu wanted to get their hands on this Devil Fruit ability and why, as much as they do.

In terms of total power, Loki's Devil Fruit should be enough to compete with even Imu. It must be remembered that this Devil Fruit has been passed down in Elbaf's royal family for centuries. It is obvious that someone used this ability during the Void Century in the great war that was fought against Imu and the other kings of the world at that time. The Imu themselves feared Loki's existence and refused to send any more Holy Knights to the land, fearing that they would all be slaughtered, which would directly weaken them as well. Clearly, Imu is wary of Loki's power.

There is also a direct link to establish between Imu's Devil Fruit ability and Loki's Devil Fruit ability. Imu's power is often called Marijoa's national treasure. Doflamingo referenced it directly in the Dressrosa Arc, and it was later teased in the Reverie Arc as well. Loki's power is called Elbaf's national treasure. It is clear that there is a connection between these two, and they are forces that can be compared to each other.
Loki's devil fruit makes him one of the strongest
If it wasn't already clear, One Piece chapter 1174 has solidified the fact that Loki is one of the strongest characters in the entire world. The title of the chapter refers to Loki being the absolute strongest, but of course there are others who can rival him in terms of power. Imu, for one, is strong enough to rival Loki, as is Shanks. Six years ago, Loki lost to Shanks, but how this battle went remains to be seen. Maybe Shanks wasn't alone in taking on Loki in this battle, or maybe Shanks used some underhand means to take him down.
Overall, Loki is an absolute monster, being even stronger than Luffy in his Gear 5 at this point. His strength has already surpassed the likes of Rocks D. Xebec and King Harald, as evidenced by his brief display 14 years ago in Aurust Castle. Right now, he is among the three strongest characters in the world of One Piece. Loki's strength will be shown as the Elbaf arc continues, and this Devil Fruit will shine even more.
