Devil Fruits are the primary power system in One Piece world. Known to be mystical fruits that grant immense powers, Devil Fruits are increasingly important to the story, and the Final saga has seen to introduce even stronger abilities to fans. Devil Fruits can be roughly classified into three types, and they are Paramecia, which allow one to transform into various things found in nature, Zoans, which allow transformation into various kinds of animals, and of course, Logias, which allow transformation into elements as well as natural forces.

Clearly, Devil Fruits are very overpowered. It's because of the immense power they offer that you can only stick to one ability at a time. This is because if one gets greedy and consumes more than one Devil Fruit power, the devils in their bodies fight out and their bodies eventually explode. Blackbeard was the first One Piece character to eat two Devil Fruits and he did it in a rather shocking way. His first Devil Fruit was revealed to fans during his fight against Ace. In this battle, Blackbeard revealed that after killing Thatch, the fourth division commander of the Whitebeard Pirates, he had received Yami Yami No Mi. With this incredible power, Blackbeard was able to control darkness itself as well as Infinite Gravity.
Later, when Blackbeard infiltrated Marineford, he gained Whitebeard's power. After Whitebeard's death, he stole his Devil Fruit and obtained the strongest Paramecia in existence, that is, Gura Gura no Mi. With his Devil Fruit, Blackbeard can cause earthquakes from land, sea and air. Blackbeard's total power reached incredibly high levels after he ate two Devil Fruitsand that's part of what makes him incredibly special as a pirate.
While Blackbeard is the only one to have eaten two Devil Fruits, there's another character in One Piece who can use two Devil Fruit abilities now, and it's none other than Cursed Prince Loki. Loki is the son of King Harald of Elbaf. That alone gives him the blood of a conqueror and makes him immensely powerful. As was clearly stated, Loki's Ragnir can turn into a squirrel, and of course Loki can use this Devil Fruit in any way he wants.

You could say that Loki's Ragnir is quite similar to Shamrock's sword. Just as Shamrock can transform his blade into Cerberus, Loki can transform Ragnir into Ratatoskr. Ragnir is extremely powerful and quite easily a monster that can defeat the vast majority of individuals in the One Piece world.
Loki ate Elbaf's legendary devil fruit
Loki's second and primary Devil Fruit ability comes from Elbaf's treasure. This Devil Fruit ability was passed down in the land of Elbaf for centuries and no one could eat it except Loki. This is because Ragnir held onto this Devil Fruit tightly, and even Harald, who was on the same level as Rocks, failed to eat it before. Loki was the only one who managed to eat it, and with it he gained enough powers to overwhelm even Harald in battle.

The true form of this Devil Fruit is still unknown at this time, but it is clearly a Mythical Zoan Devil Fruit with strength enough to overwhelm anyone. Loki is pretty easily on par with the legends of the One Piece worldlike Harald, Rocks, Roger and even Garp. With Ragnir and the legendary Elbaf's Devil Fruit, Loki clearly has two powerful abilities at his disposal.
Shamrock Figarland can also have two Devil Fruit abilities
It seems that Oda is setting a new trend of powerful individuals with more than one Devil Fruit ability at their disposal. Loki is the first of his kind, but another person who could use a similar kind of power is Shamrock. Fans have already seen Shamrock use his sword, Cerberus, in battle. His sword is either enchanted by Imu or has been fed a Devil Fruit that allows it to transform into an awakened Cerberus at will.
However, Shamrock himself can also have a Devil Fruit ability. All of the Holy Knights that fans have seen so far have Devil Fruit abilities at their disposal in one way or another. Shamrock also having a Devil Fruit is not out of the equation yet. It could be that Shamrock, like Loki, has a Devil Fruit and a Devil Fruit weapon, which would make him a monstrously powerful individual.
It's only a matter of time before this new class of fighters with two Devil Fruit abilities becomes the norm in One Piece among the top tiers, and Oda will certainly make it very exciting as the story progresses.
