Marshall D. Teach, better known as Blackbeard, is the captain of the Blackbeard Pirates and one of the Four Emperors of the Sea. Like Luffy, Blackbeard has become a sudden success. Not long after leaving Whitebeard's crew, he became a Shichibukai and then an Emperor of the Sea.
Blackbeard has committed many acts of defiance against the World Government. Not only did he invade Impel Down to release the worst criminals in history, but he also caused a ton of damage to Marineford. Eventually, Blackbeard's actions have earned him a reward of 3,996,000,000 berries, which is almost a billion higher than Luffy's. There is every chance that Blackbeard's bounty will increase again, as he wants to claim the world for himself. So, the World Government and the Marines have no choice but to increase his reward.
Shanks
Bounty: 4,048,900,000 Berries
Shanks is widely considered to be the strongest character in One Piece. After all, he has incredibly powerful Haki, which he has only used a handful of times. The first case was when Shanks stopped Ryokugyu in his tracks and stopped the admiral from harming Luffy. The other was outside of Elbaf when he used Divine Departure to beat Eustass Kid and end his adventure. Shanks also has the ability to nullify Future Sight, giving him an added advantage in fights.
Unlike most pirates, Shanks is a reasonable person. He does not harm people, nor does he raid villages. But that doesn't mean the World Government isn't aware of his strength. The organization knows every single thing about Shanks, which is why he is worth more than 4 billion berries. Since the story is in the final saga, there is every chance that Shank's reward will get a hike.
White beard
Bounty: 5,046,000,000 Berries
Whitebeard was known as the strongest man alive, a title that stayed with him until his death. He possessed the Gura Gura no Mi, a powerful Paramecia-type Devil Fruit that allowed him to create tremors at will. With the Devil Fruit, Whitebeard could easily level an entire city in seconds. In his prime, Whitebeard was the only pirate who could match Gol D. Roger in battle. In fact, the two quarreled several times during their lives.

After Roger's death, Whitebeard was considered the closest man to One Piece. Of course, the World Government feared his strength and was always wary of him, and at some point the organization put a bounty of over 5 billion on Whitebeard.
Buggy

Buggy's life has been far from normal. As a child he was an apprentice in the crew of the Roger Pirates. After the crew disbanded, Buggy set out to make a name for himself, but due to his limited strength, he stayed out of the limelight. But during the Summit War, Buggy's past came out into the open, and he was recognized worldwide. The World Government even made Buggy a Shichibukai, and he used this opportunity to create a business.
But Buggy's luck didn't stop there. After Big Mom and Kaido's defeat, the World Government declared him one of the Four Emperors of the Sea. This also resulted in Buggy's bounty being increased.
Dracule Mihawk
Bounty: 3,590,000,000 Berries
Dracule Mihawk is the world's strongest swordsman. He uses Yoru, a Saijo O-Wazamono sword that he managed to blacken with Haki, proving that he is a veteran fighter. Considering that Mihawk is the holder of such a high title, it is not surprising that he has taken down many elite swordsmen in his life.
Before becoming a Shichibukai, Mihawk used to hunt marines, which made him famous. The marines were helpless, so they offered him the opportunity to join the Shichibukai. Mihawk remained part of the Shichibukai until its disbandment. As a result, his reward was reinstated and he was once again pursued by the Marines.
Big mom
Bounty: 4,388,000,000 Berries
Big Mom was the captain of the Big Mom Pirates and the queen of Totto Island. From a young age, it was obvious that Big Mom was much stronger than any normal human. This became even more evident when she nearly destroyed an entire village in Elbaf. Growing up, Big Mom became involved with the Rocks Pirates, who were considered the strongest crew of their time.

Kaido
Bounty: 4,611,100,000 Berries
Kaido was the tyrannical ruler of Wano, terrorizing the land for decades. He stripped Wano of all its natural resources and turned it into a barren wasteland. Also, he murdered Kozuki Oden in cold blood. With Odin gone, there was no one strong enough to stand up to Kaido, which is why he ruled for so long.
Kaido's Uo Uo no Mi, Model: Seiryu gave him insane strength, but he didn't fully trust it. He mastered the use of Haki as well, which is why he was considered the strongest being alive. With his strength and penchant for violence, it's hardly surprising that Kaido has one of the highest rewards in One Piece.
Gol D. Roger
Bounty: 5,564,800,000 Berries
Gol D. Roger is one of the most important characters in One Piece. It was he who reached the Laugh Tale and revealed the secret of the world. Roger also found One Piece and realized he had arrived early, so he started the great era of pirates. Due to his continued acts of defiance against the world government, he received the highest reward in One Piece history.
Even if Roger hadn't found the One Piece, he would still have an insanely high bounty. After all, he was blessed with incredibly potent Haki, with which he took down many big name enemies.
Sakazuki
Bounty: 5,000,000,000 Berries
Sakazuki is not a pirate, so his reward does not come from the world government. Instead, it was the Cross Guild that put a price on his head. Since he is the admiral of the fleet, Sakazuki received a reward of five crowns, each valued at 1 billion berries.
So five crowns means Sakazuki is worth 5 billion berries, which is two more than Monkey D. Luffy.
