Once Elbaf started, fans knew that the story would move at a fairly slow pace, and this was simply due to the fact that Oda loves to take his time exploring new lands. Elbaf was no different, and the Straw Hat Pirates certainly took their time exploring this land.

As things stand, the most likely outcome for this person's identity is none other than Scopper Gaban. For those who don't remember, Gaban is a former member of the Roger Pirates.

He used to be Roger's left hand, and truly a monstrously powerful individual. In battle, Gaban was monstrous and he wielded two axes, and as fans know, many Elbaf warriors also wield axes. If this person is indeed Gaban, then at some point he went on to marry Ripley and then have Colon with her.

The biggest indicator that this is a former Roger pirate is the fact that this person used to be a legendary pirate and no longer is. This essentially means that whatever crew he was a part of no longer exists. Of course, of the many pirate crews that fans have seen recently, the Roger Pirates would be the best guess, as they have a mighty force and their importance to the overall story is by far the greatest, as they went on to conquer One Piece. In Roger Pirates, only Scopper Gaban would be a fitting member for this legendary pirate that Oda has yet to introduce.

If Scopper Gaban is indeed the person who happens to be the mysterious person in Elbaf, then fans can expect big things from him. First, fans would know that Gaban knows the secrets of the world. Meanwhile, Gaban would also likely have been assigned a role by Roger, just like Rayleigh, who met Luffy quite early on in his journey. He would serve the role of a guide for Luffy, and possibly even teach him some things he doesn't know yet. At the same time, he would clearly provide some information about the Void Century one way or another, and that would certainly be exciting as well.
This person may actually have already been revealed in the story. A mysterious silhouetted figure appeared in Elbaf on two occasions. Before the Straw Hat Pirates came to this country, he was seen drinking while wearing a Kasa hat in anticipation of Luffy's arrival. He has since been seen moving across Elbaf Village in Sun World, but he has not met Luffy yet.
