Scopper Gaban is far past his premiere, and he admitted that he suggested that he could not go to Wano due to Kaido's presence. Loki's strength is unknown, but he really is not a Yonko level character. The holy knights have different levels of power. Some of them are stronger than Admirals, while a couple may be close to a Yonko's strength. Gorosei is really a good conversation, but it is strongly understood that they were careful with Kaido. The latter had a zoan-type mythical devil that allowed him to turn into an Azure Dragon at any time. Kaido also had access to all three types of Haki, and he could use them expertly without any problems.
