Usopp will always be Usopp

Usopp always remains the weakest of the Straw Hats doesn't necessarily mean he will be weak. After all, the Straw Hat Pirates will be the crew of the Pirate King and they all have a standard to uphold. All news about the Straw Hats is extremely powerful and Usopp is the weakest in the gang, next to Nami, doesn't mean he will be weak.

He will undoubtedly come get some Haki-related power-ups and Elbaf will certainly be huge for him, but at the end of the day, Usopp will always be Usopp and remain a coward on the outside, while being one to put on the bravest face when push comes to shove.
