When it comes to the most iconic villains in the Naruto series, Madara Uchiha will come to mind immediately. But when it comes to strength, the greatest of them all is none other than Kaguya Otsutsukiwhich appeared at the end of the Fourth Great Ninja War.
Kaguya was known to be an absolute monster whose powers far surpassed even Madara's, and sealing her away required the combined effort of Naruto, Sasuke, Kakashi, and Sakura. It goes without saying Kaguya was the strongest enemy that all these characters had been through, and she was an absolute accident that couldn't be handled under normal circumstances.

Even then she was just sealed and not killed.

Whether by force or threat, Jura is bigger than Isshiki and that makes him bigger than Kaguya as well. This means it Boruto's current villain has already surpassed Naruto's strongest villain.
