These radio channels were present in the original version of Ortsand they return in Metal Gear Solid Delta with the same frequency number and effects. You can learn about them naturally by interrogating guards throughout the game and MGS Delta makes things even easier through Record them for you permanently after you call them for the first time.

These codec frequencies will call in air attacks in some places, but not all places have fire support frequencies on all difficulties. The frequencies also vary depending on your level of difficulty, and you get a trophy after calling fire support for the first time.
You must interrogate a soldier in the area and get him to tell the fire support frequency first before you can call in. If Snake has not heard the frequency himself, he will not receive an answer when you try to call.
