Apart from that, Petey has attacked Mario so many times that he has to be on a blacklist in the local DMV now. Unlike Bowser, he is not royalty, so he cannot use politically and monetary privilege to circumvent the rules and get a license anyway. Like the case of Metal Mario and Pink Gold Peach, an argument can be made that Dry Bowser is simply another form of Bowser. This is how he looks after being thrown into Lava, and you would be hard pressed to convince an arrest officer that this guy matches the picture on the license that Bowser himself definitely has.
It also questions how he became so. Isn't Dry Bowser technically no longer alive? Spending a year can be a popular tax dodge in some regions, but there is no way that it would be as simple as showing up all the equal and trying to claim your identity back. The same discussion also applies to dry legs, but it is more nuanced because it is only that character's standard look.

No matter which of Bowser's children you play, you can't escape the fact that they are just: children. No license allowed. But it's not like they are not used to skirts about the law. Bowser sends them regularly on their own to fight his bow nemesis for him. If they have avoided child protection services for so long, they can do the same for traffic police.
It is important that this does not apply to Bowser Jr. He is a nepotism baby. He cannot legally have a license, but anyone who tries to execute it is too scared of Bowser to execute it. So he has effectively one. But Bowser's favoriteism for him does not extend to the rest of the coopalings, so they have to take care of themselves.
