One Piece Chapter 1170 saw Loki first fight Ragnir. In order to consume the legendary Elbaf's Devil Fruit, Loki had to get through Ragnir. Much to the surprise of fans, Ragnir turned out to be incredibly powerful at first. Ragnir even managed to break Loki's own hammer, which was infused with the Conqueror's Haki, and it's incredible. Ragnir's power is equal to that of a top tier in the One Piece world itself, and in order for Loki to do any significant damage to it, he needed to channel his fullest Conqueror's Haki.

One Piece: Sanji's Conqueror's Haki Awakens, And Oda Has Finally Confirmed It
Sanji's next power-up has been confirmed by Oda in One Piece, and its Conqueror's Haki.
Once Loki did, he gained access to Elbaf's legendary Devil Fruit as well, and he then went on to become the strongest man in the land. Of course, the vast majority of focus here goes to Loki's Devil Fruit, which fans have been obsessed with since it was first brought up. An underlying fact that many should look into is Loki's powerful Conqueror's Haki. Loki's Haki was so strong that he could hit Ragnir with it, a very powerful weapon that held back the likes of Harald and many others from the One Piece world as well. Loki's Haki Can Rival Rocks And Harald
Coming over to the strength of Loki's Haki, it is clear to see that it was quite immense, as Scopper Gaban himself performed. Exercising attacks with the Conqueror's Haki, the Saint Knights, the Five Elders, and of course Imu also feel immense pain. It slows down their recovery, and once they are repeatedly attacked with it, they can even be completely incapacitated or killed. In One Piece Chapter 1170, Loki instantly transformed into his hybrid form, receiving a significant boost to his Haki. This is because the Haki grows stronger and the user becomes stronger as well. This is why Luffy's Haki is strongest when using Gear 5, and of course, similarly, Loki's Haki is strongest when using his strongest form.
When we got back to the fight, Loki's Haki-infused punches were powerful enough to penetrate Harald's Conqueror's Haki barrier. At the same time, Loki was able to slow down his regeneration tremendously. Loki's Haki was even able to cut through Imu's Covenant Mark, which was on Harald's arm, and bring him back to his senses. The fact is that Shanks is now officially stronger than King Harald, Rocks or even Roger and Whitebeard.
Loki himself is above the level of these characters, and Shanks is above Loki's levelwhich makes him a true monster. Of course, Shanks doesn't use a Devil Fruit, so the only way he beat Loki was with his pure Haki power. It is undeniable at this point that Shanks is the strongest Haki user in One Piece, with Loki right behind him.
