You will find the statue and the barred locked room near the heart of the Saint cave which is marked on the map when you get to the area. However, you have to climb a bit to reach the higher plateau where the statue sits.

The statue of the Goddess of Justice is surrounded by four pillars and holding two candles in each hand. Behind it is a room cordoned off with steel bars that contains a treasure chest. To unlock the room, you simply need to approach each candle in the statue's goddess hands and light them.
