Complete Fury Green & Volt Forge first:

Before you can begin your quest to find and unlock the Fire Shot upgrade Metroid Prime 4, you must first complete the game's opening dungeon, Fury Greenas well as the next large dungeon, Volt Forge.

Once you've completed Volt Forge—or at least as much of Volt Forge as you can complete on your first visit—you'll be freed to Sun Valley, the semi-open world desert region that was at the center of much of the game's marketing. Like most people Metroid game, you will see the freedom. As for what you can actually do next after Volt Forge, you really only have one true option.

While you can technically return to Fury Green and collect the few items made available by the new Psychic Boots and Psychic Bomb. However, you'll need to return to Fury Green after visiting the Flare Pool to get the Fire Chip anyway, so it's worth it to wait until you have Fire shot to return the first main dungeon of the game.

Unlike before Metroid game, you won't just unlock a new weapon while exploring a new dungeon. Instead, you must first find a data chip that contains the schematics for the new weapon. In this case, the Fire Chip data can be found in the Flare Pool dungeon, located in the southeast corner of the overworld map.

When you reach the Flare Pool, use the Vi-O-La bike on the spinner platform to access the main entrance. Once inside, there will really only be one path you can follow, leading to a cutscene where Samus tries to cross a bridge. A mysterious figure – presumably Sylax – causes the bridge to collapse, forcing Samus to retreat.

You won't yet be able to cross the lava below the bridge, so you'll be forced to leave the Flare Pool until you get an upgrade to Samus' costume. However, when you exit the main chamber, you'll see that a previously locked door is now open and robot enemies appear from it. Defeat the enemies, then go through the door and follow the path to its end.

At the end of the path you will come to a large chamber with a crane whose arm hangs out over the central area. At the tip of the faucet you should see a red glowing light. If you look around the room, you'll see platforms that allow you to jump onto the back of the crane's body.

Once you're on top of the faucet, use the Morph Ball and Psychic Bombs to enter the small path that leads to the tip of the faucet. At the top, use a Pyschic Bomb one more time to make the machinery at the end fall. When this happens, you will see a short cutscene showing that the glowing object has come off.

Approach the glowing object and interact with it. Doing so will reward Samus with the Fire Chip, the key component needed to unlock Fire Shot. Leave Flare Pool and you'll get a message from Myles telling you to return to base camp at Fury Green.
