Articuno Location in FRLG

Articuno can be found in the deepest level of the Seafoam Islands on Route 20 in Pokemon FireRed and LeafGreen. Seafoam Islands are a small landmass found on the Route 20 Water route. There are two ways you can get here. One is to swim south of Pallet Town to reach Cinnabar Island, then swim east to reach the Seafoam Islands’ western entrance. The other way is to sail south of Fuchsia City through Route 19, then west through Route 20 to reach the Seafoam Islands’ eastern entrance.

Moltres Location in FRLG

  • Location: Mt. Ember
  • Requirements: HM03 Surf, HM04 Strength

Moltres can be found on Mt. Ember, located north of One Island, the first among the Sevii Islands. After you defeat Blaine in the Cinnabar Gym and exit the building, you’ll be stopped by Bill who will offer you a chance to sail to the faraway Sevii Islands. Agree to his request, and he will take you to One Island.

Go north through Kindle Road, and sail past the Ember Spa to reach Mt. Ember. Ascend to the summit of Mt. Ember to reach Moltres.

Zapdos Location in FRLG

  • Location: Power Plant
  • Requirements: HM03 Surf

Zapdos can be found in the Power Plant, a building located south of the Pokemon Center on Route 10 that is only accessible using Surf. After you defeat Koga and gain the ability to use HM03 Surf outside of battle, fly to Route 10 and go all the way to the northernmost point of the route, where there is a break in the fence where you can access water. Use Surf and follow along the river to reach the Power Plant. Follow the route shown in the screenshot above to navigate the Power Plant and reach Zapdos at the end.

Lugia & Ho-Oh Location in FRLG

  • Location: Navel Rock
  • Requirements: Mystic Ticket, Rainbow Pass

Lugia and Ho-Oh are both found on Navel Rock, a special location in the Sevii Islands that can be accessed using the Mystic Ticket at a Ferry after you get the Rainbow Pass in the post-game. To get to Navel Rock and find Lugia and Ho-Oh, take the following steps:

  1. Defeat the Elite Four and become champion to get the Mystic Ticket.
  2. Get the National Dex from Professor Oak.
  3. Get the “gem” quest from Celio by talking to him in the Pokemon Network Center on One Island.
  4. Find the Ruby in Mt. Ember and bring it back to Celio to get the Rainbow Pass.
  5. Use the Rainbow Pass at any Ferry Station to go to Navel Rock.

In Navel Rock, use the ladders to descend two levels until you see a narrow single-tile path heading straight north that ends in a fork, one heading right and one heading left. Ho-Oh can be found on the left and Lugia can be found on the right.

Deoxys Location in FRLG

  • Location: Birth Island
  • Requirements: Aurora Ticket, Rainbow Pass

Deoxys is found on Birth Island, a secluded location in the Sevii Islands that can be accessed by using the Aurora Ticket at a Ferry after players acquire the Rainbow Pass in the post-game. To get to Birth Island, complete the following steps in order:

  1. Defeat the Elite Four and become champion to get the Aurora Ticket.
  2. Get the National Dex from Professor Oak.
  3. Get the “gem” quest from Celio by talking to him in the Pokemon Network Center on One Island.
  4. Find the Ruby in Mt. Ember and bring it back to Celio to get the Rainbow Pass.
  5. Use the Rainbow Pass at any Ferry Station to go to Birth Island.
  6. Solve the Birth Island puzzle to summon and fight Deoxys.

The Birth Island triangle puzzle can be solved by interacting with the triangle’s faces in the following order: bottom, right, bottom, left, right, left, top, right, left, top, bottom.

Mewtwo Location in FRLG

  • Location: Cerulean Cave
  • Requirements: HM03 Surf, Ruby and Sapphire Quest

Mewtwo can be found in the Cerulean Cave, a cave near Cerulean City that can only be accessed after you unlock the National Pokedex in the post-game and have completed the Ruby and Sapphire quest for Celio.

Celio’s quest starts after you talk to him after getting the National Dex. It has two parts.

  • Bring Celio the Ruby, which is found in Mt. Ember on One Island.
  • Bring Celio the Sapphire, which requires you to first find it in the Rocket Hideout on Six Island, then in the Rocket Warehouse on Five Island.

After completing the prerequisites, head north of Cerulean City, and use HM03 Surf on the river to the left of the Nugget Bridge. Follow the river down to reach Cerulean Cave. Descend to the lowest level of the Cerulean Cave by navigating the maze until you eventually encounter Mewtwo on a very small island accessible by Surf.

HM04 Strength and HM06 Rock Smash are required to fully explore the Cerulean Cave, but getting to Mewtwo only requires a Pokemon that knows HM03 Surf.

Entei, Raikou, and Suicune Location in FRLG

The Roaming Legendary Pokemon Entei, Raikou, and Suicune have a chance to appear in any grass patch in Kanto after you beat the Elite Four to become champion, get the National Dex, and complete the Ruby and Sapphire quest for Celio in the Sevii Islands (details can be found in the Mewtwo section).

Only one Roaming Pokemon can appear per save file, and which one you can encounter in your game depends entirely on which starter you chose at the start of your journey in FireRed and LeafGreen:

  • Bulbasaur: Entei
  • Charmander: Suicune
  • Squirtle: Raikou

After you give the Sapphire to Celio on One Island, the Roaming Dogs will appear randomly in any patch of grass in Kanto. However, there is a way to force an encounter. The method is as follows:

  1. Go to Route 2 (north), south of Viridian City.
  2. Place a Pokemon that is between Level 6 and Level 49 as the party lead.
  3. Use a Max Repel.
  4. Look for a wild encounter in the patch of grass in front of the gatehouse.
  5. If nothing happens, enter and exit the gatehouse to reset the wild encounters.
  6. Repeat step 5 over and over again until you run into Entei, Raikou, or Suicune.

If you’re shiny hunting Entei, Raikou, or Suicune, you need to make a hard save before you hand over the Sapphire to Celio. This is because the shiny odds for the Roaming Dogs are calculated at this point in the game.
