Open “Quick Use” Tab.

Equip the Fishing Rod i Special object track.

Keep Everything to bring up the Special Items menu, scroll through the items by clicking Left/Right mouse buttons and select fishing rod.

Find one Fishing spot and pressure X to start the fishing minigame.
- Hold down left click on the mouse to cast the line and release it when the progress bar is near the top to get a good cast.

Press Space to shake the fishing rod to attract fish.

When a fish bites, use yours Mouse directional movement to drag the fish into the green bar at the top of the screen. The white circle around the fish's portrait is a progress indicator.

As the progress bar fills up, press space bar to reel in the catch.
You can switch lures by holding Everything and cycle through available baits using Mouse wheel.

If you're looking for a specific fish, you can choose to track its location from the map by selecting the herb icon on the map, going to Species -> Fish, and switching the name of the fish you're looking for. This method only works if the fish you are looking for are in areas you have already explored.
Almost all watercourses in Where winds meet contain some kind of fish and can serve as fishing grounds, except for areas where the water is very shallow.
