Marvel's Spider-Man immediately drops players into the action with a siege of Fisk Tower and, while Peter Parker has already been Spider-Man for eight years at this point, he's incredibly humble in his opening sequences. Marvel's Spider-Man thrives when immersed in original stories, although many of these moments lean heavily on comic book influences such as Mr. Negative and Devil's Breath, and it's not until Marvel's Spider-Man 2 that the story's true nebulous nature is fully revealed. Players are learning all the time Marvel's Spider-Man that Harry Osborn suffers from an illness and that his father, Norman, goes to extremes to cure him.
Norman Osborn can be obnoxious when in public, especially when he has an opportunity to poke at a quietly angry Dr. Otto Octavius. But he is clearly deeply upset about his son's condition and is probably still grieving the loss of his wife. Harry is then released from his stasis chamber into Marvel's Spider-Man 2which consequently unleashes an alien symbiote. As such, Harry is the root of every major story development in Marvel's Spider-Man series and Norman's wild attempts to cure him are at least partly to blame for several main antagonists that have appeared.

Harry Osborn is a tragic character at the heart of Marvel's Spider-Man
Not unlike many classic Spider-Man stories, the Osborns are a central part of Marvel's Spider-Man franchise. Insomniac weaves this story intriguingly, as neither Harry nor Norman are particularly bad people. Norman has only tried to heal Harry while Harry has tried to “heal the world” in his mother's honor, but it is through their actions that unhappiness and conflict have arisen in two of the three Marvel's Spider-Man games so far:

Norman only developed Devil's Breath (or GR-27) as a way to cure Harry Marvel's Spider-Manthough it is incomplete and Otto gets hold of it to use as a bio-weapon.

The symbiote bond to Harry was a way to cure him or at least keep him in stasis while other solutions could be discovered, but its parasitic hive wreaks havoc in Marvel's Spider-Man 2 when Harry is released and the symbiote briefly latches onto Peter.

Norman demands G-SERUM at the end of Marvel's Spider-Man 2 is yet another attempt to cure Harry and will no doubt result in a troll opponent of some sort, be it Norman, Harry or someone else entirely.
Harry has always been altruistic, as shown in Marvel's Spider-Mans research stations and Marvel's Spider-Man 2s Emily-May Foundation. There is a new grassroots edition of EMF coming from Peter's garage and waiting for Harry if he manages to recover in Marvel's Spider-Man 3but with how many times Norman has failed to save him, it seems that Harry is doomed to a sad fate that his father has only been able to put off for so long.
Anyway, there would be no Devil's Breath outbreak or symbiote invasion if it weren't for Harry's affliction, and that same affliction is guaranteed to catalyze anything Marvel's Spider-Man 3s plot also revolves around
Norman Osborn's Decline Precipitates a Green Goblin in Marvel's Spider-Man 3
If Norman experiments on Harry with the G-SERUM, there is a high probability that Harry could become another villain in Marvel's Spider-Manthis time with a glider, pumpkin bombs and an armored suit. That said, doubling Harry as a villain would be weird and abuse the character more than he already has been.
Norman's intentions are sincere, but Harry is more of a lab rat than anything else now. However, there is no logical reason why Norman would take the G-SERUM in his place, and if he becomes the Green Goblin, hopefully there will be a decent explanation.
