This is mostly due to the ability of the franchise to create incredible characters to which the audience relates but who also care about. In particular Naruto Anime has presented some incredible villains that not only help with character development but also have their own development.

Still, not all villains can be as good looking as Orochimaru or as dreaded as Madara Uchiha, which results in the anime containing many sad villains that did not make a lasting impression or that did not affect the series in the desired way. If you do not count movies and the many villains in the fill sections, the anime series has some underdeveloped villains, forgotten antagonists and even hated villains that do not serve any or no purpose.

Black Zetsu

A manipulative villain with potential for more

Black Zetsu has been a central part of Akatsuki and by Naruto Shippūden As a whole, there is consistent throughout the anime series. Despite its appearance and cool images, the antagonist lacked the depth of so many others, which made him more of a tool for other villains.

While he stopped betraying Madara and was partly responsible for the entire action in the series, his character was there to manipulate rather than being a real force like so many others, all to free Kaguya. Therefore, despite his potential, Zetsu never became a true antagonist even though he had screen time, power and potential to do so.

Kakuzo

An unstable antagonist who fails to stand out among Akatsuki

While Kakuzo had one of the best introductions in the series, he failed to stay long enough to leave his true track, even though he had some occasional performances as Akatsuki member. All in all, it is difficult for a villain to stand out among Akatsuki considering the group's many incredible villains.

Still, Kakuzo is one of the few villains in the team that fails to develop properly, since he is mostly an unstable individual who seeks more power. Without any deeper meaning with his actions, it is difficult for him to compete with many other villains inside and outside Akatsuki, even though he is in a memorable struggle.

Mizuki

His most memorable trait is that he is the first villain in anime

Throughout the anime series, most villains serve to develop Naruto or any other protagonist in any way, and no antagonist is a better example of it than Mizuki. He was there to help Naruto develop his Shadow Clone Jutsu, which became the main character's main Jutsu during the rest of the franchise.

In addition to that, he helped Naruto with some character development when he got his first real contact with Iruka. The truth is that if Mizuki was included in any section other than the first, he would probably have been forgotten by most people, even though he later appeared in a paddle.

Yugo

The most indulgent member of an uninspiring team of antagonists

The entire team Taka, created by Sasuke on his quest to defeat Hidden Leaf Village, is close to unforgettable, especially when compared to other villain groups such as Akatsuki or Orochimar's gang. But of all antagonists in the team, Jugo is most easily forgetting.

Although he can be one of the most evil secondary villains, he is not really an antagonist considering that he initially goes to Orochimaru to cure his violent rage and agrees to Sasuke's plans without any real reason. Although he has a few moments of uncontrollable drives, he usually only ends up in the background as a “calm” member of Sasuke's imperceptible team.

Team Dosu

Small time antagonists introduced among other major characters

This team of antagonists was introduced during the Chunin test and was immediately impossible, where just to follow Orochimar's order. In addition to showing no redeemable properties, they were there to test Sasuske's power, without having any ambitions than to knock down others.

Kaguya may have a memorable appearance and a crucial role as the last villain Naruto ShippūdenBut she may be just one of the biggest declines in the franchise. Her sudden and unnecessary entrance gave the antagonist some time to develop and leave her mark, especially proportionally against how powerful she really is.

After so many episodes and arches that made Madara become the big bad villain, Kaguya's anti -limactic manipulation made her a forgetful antagonist, although it is said to be the most powerful antagonist of Shippūdden series. At the end of the day, she was used as an action device to create shock.
