Eiichiro Oda has already revealed how Imu can be beaten in one piece

One Piece's The Elbaf arc has proven to be absolutely phenomenal so far, and fans know very well that Imu is central to it. Against all odds, Oda revealed Imu as the main antagonist of the Elbafbow, causing him to possess the Gunko, and he also served as the main antagonist of the God Valley incident, where Roger, Rocks, and all the other pirates in the world eventually banded together to fight the greatest threat known to man. Clearly, they failed to beat Imu at God Valley and even though Domi Reversi'd Rocks were taken downthe problem of Imu remained largely untouched.

Since then, no pirate has come close to fighting and beating Imuand it certainly wouldn't be easy for anyone who would attempt it either. However, The truth is that Oda has already revealed how Imu can be beaten. By the nature of Rocks D. Xebec, Oda laid out the perfect way to destroy Imu and the World Governmentand establish a new world order.

Imu can be defeated with two Devil Fruits

First of all, Oda has already thoroughly revealed the method of taking down the World Government, specifically Imu, in Loki's flashback of One Pieceand he did it through the character of Rocks. As fans know, Rocks and Imu were on opposite ends and was a follower of Davy Jones, Rocks wanted to fulfill Davy's will.

As such, he aimed to overthrow Imu and claim the world. Rocks had quite a plan to accomplish this, but he knew it wasn't easy. The first thing the Rocks needed to do was destroy the fleet, and that would be followed by the destruction of the World Government itself.

To achieve that, Rocks D. Xebec needed three things. The first was a band called Giant Shipwrights Galleila the giants. With their help, Rocks probably would too fix Noah, or build the old weapon Pluton yourself. The the key to beating Imuhowever, lay in two Devil Fruits according to Rocks. He claimed that he needed two fruits in particularand one of them would be eaten by Harald. If you put two and two together, it is quite easy to work out that he needed Yami Yami no Mia fruit bearing Davy's will, and sought Blackbeard, and The Nika fruit. Both of these fruits can counter Imu's powers directly.

High level Haki is also required to beat Imu

In addition to this, Oda also revealed in Egghead that Imu's powers can be countered by high level Haki. When Joy Boy's strongest Haki was unleashed by Emeth, Imu's powers were nullified. In other words, just someone with high level Haki and the powers of either of them The Nika fruit or Yami Yami no Mi can beat Imu.
