In the whole thing One Piece story, there are very few characters as integral to the overall plot as the legendary King of the Pirates, Gol D. Roger. Roger and his crew were the only ones to ever find the legendary One Piece treasure, due to which he started the Golden Age of Pirates atop his execution platform.

Of course, to exist in such a turbulent time and to have reached the end of the world, Roger needed to be exceptionally powerful, which he chose to do with his legendary Haki alone. However, there are many characters in it One Piece the world that more or less matched the Pirate King with their Devil Fruits, so let's see who they are.

Big Mom's Devil Fruit gives her an army

Name: Soul-Soul Fruit

Big Mom goes down as one of the most powerful and terrifying pirates of all time. Although she was never quite as strong as Roger, she was still within the same level of power, as she is still one of the few people in the setting who can use Conqueror's Haki, as well as its advanced applications. But her Devil Fruit really closed the gap even more.

The Soul-Soul fruit allowed her to remove parts of the target's soul to imbue them into random objects. Sengoku was the fleet admiral for the first half of it One Piece story, although in his youth he and Garp were at the head of forces the navy had against powerful pirates like Roger and Xebec. Although he has never shown his full power in a battle, Sengoku is often spoken of in the same breath as Roger, Garp, and Whitebeard.

As one of the only Marines with all three Haki types, Sengoku's incredible Mythical Zoan Devil Fruit makes him even stronger, as it transforms him into a massive golden Buddha that has the power to create extremely powerful shockwaves. These shockwaves have been shown to dampen the tremors of the Tremor Fruit, making it the only thing capable of doing so and placing Sengoku as a rival to Roger.

Name: Fish-Fish Fruit, Model: Azure Dragon

Although the story is currently on Elbaf, many fans believe that Kaido is still the strongest opponent that Luffy has ever faced. While much of this can rightly be attributed to Kaido being one of the greatest and most skilled users of Haki in the entire series, the role of his incredibly overpowered Mythical Zoan fruit cannot be understated.

Like any typical Zoan, the Azure Dragon Fruit greatly increases Kaido's already insane strength, speed, and durability, especially when he uses his hybrid form. The version of Kaido during the Wano arc was pretty much the character at his peak, and many fans believe that if that version fought Roger, he would likely even win.

Whitebeard's Devil Fruit could have destroyed the world

Name: Tremor-Tremor Fruit

As the world's strongest man, Whitebeard is remembered to this day as the greatest pirate after Roger himself, and even an equal with the Pirate King, as they were both unchallenged at the top for many decades. Of course, a lot of this had to do with his and Roger's Haki being on the same level.

However, Whitebeard's Tremor-Tremor fruit is arguably the single most powerful Devil Fruit in the series, as it has the power to create powerful tremors from any surface. These tremors can be strong enough to destroy the entire world, which, along with his incredible mastery of Haki, puts Whitebeard even above Roger in the eyes of many.

Luffy has the power of a mythical sun god

Name: Human-Human Fruit, Model: Nika

What was always believed to be a Paramecia Fruit that gave Luffy the powers to make his body behave like rubber was eventually revealed to be a legendary Mythical Zoan Devil Fruit that brings forth the reality-altering powers of a God. The Nika fruit is said to be the greatest and most absurd force in the environment.

Originally from the Void Century, this fruit was in Joyboy's possession all those centuries ago, who walked the world in his awakened form to spread freedom and laughter. In today's modern day, Luffy's powers with this fruit allow him to seemingly warp reality, and coupled with his incredible Haki, many believe him to be even stronger than Roger was.

Loki can transform into one of the world's largest creatures

Name: Dragon-Dragon Fruit, Model: Nidhogg (likely)

Loki is the latest in the line of Elbaf's ancient giant rulers, born with exceptional strength and means to deal with Ragnir. Also, Loki was seemingly born with Advanced Conqueror's Haki, which puts him at an amazing level that might just be the best in the series.

Loki ate the legendary treasure Elbaf, which was the mythical Zoan fruit that transforms its user into Nidhogg. Since the size of the resulting dragon depends entirely on the size of the user, Loki, as Nidhogg, is one of the largest creatures in the world, definitely making him at least equal to the late Pirate King.

Imu has the greatest power in the entire world

Name: Devil's Fruit

After years of consideration and theorizing, Imu's true character design and powers were revealed in Chapter 1179 during the Elbaf arc. While these powers were initially hinted at earlier in the arc, Imus' actual appearance in his own form really cemented how much of a threat he will be in the final war.

Imu's power turned out to be Akuma no Mi, or Devil's Fruit. How it works and its true powers are still a mystery, though most fans assume it's probably the most powerful and deadly Devil Fruit in the entire series, able to turn people into thralls and form powerful alliances. It goes without saying that Imu will be the ultimate threat from the story and is perhaps the strongest character in all One Piece.
